Barbara was born in the Seattle, Washington, area of the Pacific Northwest. She received an undergraduate degree in Nursing, and a graduate degree in Business Administration from the University of Washington, and holds graduate degrees in Nursing and Health Care Management from California State University at Los Angeles.
