The cream of the crop (IMHO)

Best graphics/look: http://www.la-ma.org/
incredible art! dark blue menu along side gives good visual grounding. dark blue carried to graphics on the page, including a banner ad for their state candidates (great touch--people are used to clicking on them, or at least knowing that they can be clicked on)
mailto:eisrael@la-ma.org

Best layout: http://www.geocities.com/CapitolHill/1865/ (Missouri)
great, bold home page, only seven main links there... prominent link to contribute to the "graffiti wall" (from Matt's script archive);. Lots of info under news from state party; "vote" up there on the top page; a link to a slick java "federal spending" and "MO spending" counters (with sound!)--wonder if they're safe on all platforms?; logo mule turns into state of MO and back again (animated); more nice original content: a .gif ofthe "social contract": Some may call it loud--I'm giving it the prize for the powerful layout of its top page--getting people past the front page is the hardest step. Also for good page re-sizability.

Runners-up

http://www.lpws.org/ (washington state)
dark green theme (except splash page), atttractive (clean design) ; very well organized, minimum of links on top page (but that means 3 clicks to get to "meat"), good chapter info; url-minder service
