CONTRACT UPDATE

THE CWA HAS REACHED A TENTATIVE AGREEMENT WITH SBC/AMERITECH AND JOHNSON CONTROLS. BALLOTS WILL BE SENT TO THE LAST KNOWN MAILING ADDRESS IN OUR RECORDS. THE RESULTS FOR THE SBC/AMERITECH CONTRACT WILL BE ANNOUNCED ON THE14 OF MARCH 2001. THE JOHNSON CONTROL MEMBERS VOTING WILL BE ANNOUNCE SOON:

Required Overtime

In compliance with the Communications Workers of America (CWA), and Ameritech Collective Bargaining Agreement Memorandum of Agreement regarding Overtime - Michigan only, attached is the list of designated months of 1999 in which employees may be required to work up to fourteen (14) hours of overtime in any payroll week. All other months not listed will have a nine- (9) hour limit.

Rick Messinger Scholarship

Although we are only beginning the New Year, the current school year is rapidly drawing to a close. Our thoughts will be on those graduating seniors of our members as they prepare for the future by continuing their education at the collegiate level. The financial burden of that education is tremendous with the continuous rise of tuition, books, and housing. The union is proud to offer several scholarships to help ease that financial strain. These scholarships that are offered through the union are the Joseph Beirne Memorial Foundation Scholarship Program, the Ray Hackney Scholarship Fund, and the Union MasterCard Scholarships.

In December of 1998 your executive board with membership approval established the Rick Messinger Scholarship fund in the amount of $500.00. A memorial to deceased Executive Board Member, Rick Messinger, who served for many years as a union leader, and activist in the Flint local.

The union realizes the importance of education, and is proud to offer these scholarships to help insure that the children of our members continue their education at the collegiate level. The applications for these scholarships will be available at your local Union hall, or ask a chief steward to obtain them for you.

The Rick Messinger Memorial Scholarship Fund Requirements

CREATION OF THE SCHOLARSHIP AWARD

The Rick Messinger Memorial Scholarship Fund of Communications Workers of America, Local 4103 was established by the Locals Executive Board in the winter of 1998, as a memorial to the deceased Executive Board Member, Rick Messinger, who served for many years as a union leader, and activist in the Flint local.

ADMINISTRATION

The Scholarship Fund would be administered by a committee agreed upon by the Locals Executive Board, and made up of three (3) members in good standing of the Local, along with the Local Secretary/Treasurer, and either the Vice President, or local President who would serve in an advisory capacity. Executive Board appointment, and approval would fill vacancies. The scholarship funds administration will remain under the direction of the Executive Board, and shall not become part of the by-laws of the local.

ELIGIBILITY

To be eligible for the scholarship award, you must meet the following requirements: The applicant must be either:

  1. A retiree of CWA Local 4103.
  2. The husband, wife or dependent son or daughter, or other legal dependent of a member of CWA Local 4103.
  3. The husband, wife or dependent son or daughter, or other legal dependent of a retiree of CWA Local 4103.
  4. The husband, wife or dependent son or daughter, or other legal dependent of a deceased member of CWA Local 4103.

MEMBER, FOR THE PURPOSE OF THIS SCHOLARSHIP, MEANS EITHER:

  1. Active members; members in good standing at the time the application is submitted and thereafter.
  2. Retirees who were members in good standing at the time of their retirement.
  3. Deceased members; members in good standing at the time of their death.

THE APPLICANT MUST ALSO BE EITHER:

  1. A full-time student of a college, university, community college, private institutes or trades school.
  2. A high school graduate at the time of application that has been accepted at an accredited institution of higher learning.

EDUCATIONAL INSTITUTION

An applicant must have a high school diploma, or the equivalent thereof, and intend to apply the Scholarship to further said applicants education with an accredited educational institution. Colleges, universities, community colleges, and trade schools qualify as educational institutions. Said institution must be accredited with a state, federal, or recognized educational accreditation agency.

METHOD OF SELECTION

A random drawing from a poll of eligible applicants to determine which members are entitled to the Scholarship shall be held at a regularly scheduled membership meeting. A runner up shall be selected in the event the winner fails to qualify.

PROCEDURE FOR SCHOLARSHIP PAYMENT

The member awarded a Scholarship has the burden of proving to the Local Committee that said member is accepted and enrolled at an accredited educational institution. The Committee has full power to construe the provisions of this plan.

If the Committee is satisfied that the winner meets the criteria of this plan, the committee shall direct the Local Treasurer to issue a check or draft to the winning member, and institution in exchange for a receipt signed by that member acknowledging payment of the Scholarship award.

If a member has already paid tuition to the institution, upon receiving proof of payment from the institution, the Committee shall direct the Local Treasurer to issue a check or draft to the winning members.

If a member has not paid tuition to the institution, proof of enrollment must be provided to the committee. Upon receipt of said proof, the Committee shall direct the Local Treasurer to issue a check or draft payable to the member and institution.

Neither the Committee nor the Local and its officers shall be liable for any action taken or omitted by them in good faith.

DISQUALIFICATION

The Scholarship will not be awarded to any applicant who has a scholarship, which pays for full tuition, room, and board; (full ride scholarship), to an institution of higher learning. No other award of financial aid will be grounds for disqualification.

Applications will be reviewed by the Committee, and approved before the drawing. Applicants/sponsors will be notified if disqualified from the drawing.

The drawing for the 2001 Rick Messinger Memorial Scholarship Fund will be held at the General Membership Meeting on March 21,2001.

Members may Mail, drop off, their applications to the Local hall at the following address:

All applications must be received at the Local no later than March 16,2001 in order to qualify for this years drawing. Copies of this scholarship may be picked up at the Local until march 15,2001. This is a one time award, once a person has won a Scholarship they will not be allowed to apply again.
