Joseph A. Longo, P.E. has twenty years of extensive telecommunications management experience. His versatility is demonstrated by the wide range of assignments he has successfully handled while working for Bell Atlantic. His telecommunications career began in engineering and network before moving into regulatory issues and tariff filings areas where he made significant contributions. This was followed by assignments in sales, product management, and marketing dealing with competitive issues in the business environment arising from local competition in the telecommunications industry. Collectively, this background has provided an extensive understanding and knowledge of many aspects of the telecommunications environment atypical in its comprehensiveness. This made him an extremely effective strategy developer and negotiator within Bell Atlantic and externally with regulatory agencies such as the NJBPU. As a consultant, Mr. Longo has analyzed cost studies, testified, recommended positions for proceeding briefs, and participated in a settlement conference for the Division of the Ratepayer Advocate for the State of New Jersey in regulatory proceedings. In addition, Mr. Longo has provided consulting services to an ILEC on performance metrics/incentive plans, a regulatory/rate plan proceeding, organizational planning, and preparation of an infrastructure report.
