Originally routed from Kentucky state line to Michigan state line along
current route 23 from Kentucky state line to Waldo, route 423 from Waldo to
8 miles north of Marion, route 23 from 8 miles north of Marion to 3 miles
south of Upper Sandusky, route 199 from 3 miles south of Upper Sandusky to
Carey, route 23 from Carey to Fostoria, route 199 from Fostoria to
Perrysburg, route 65 from Perrysburg to Toledo, and unnumbered roads from
Toledo to Michigan state line.
Kentucky state line to Marion was route 4 before 1926.
Marion to Carey was route 22 before 1926.
Carey to Fostoria was route 63 before 1926.
Fostoria to 3 miles south of Lemoyne was route 199 before 1969.
5 miles south of Columbus to Lewis Center upgraded to four lanes by 1946.
Bypass 23 added around Toledo along current routes 20, 246, 184, and an

In 1964, routing north of Perrysburg changed to follow that of route 20
from Perrysburg to route 120 and the new freeway portion of route 23 from
route 120 to Sylvania.
Bypass 23 certification removed in 1964.
Route 1 certification removed in 1966.
Upper Sandusky bypass added and route upgraded to four lanes and rerouted
to 1 mile south of Carey by 1966.
3 miles south of Upper Sandusky to Carey certified as route 199 by 1966.
6 miles north of Delaware to Waldo upgraded to divided highway in 1968.
Waldo to 3 miles south of Upper Sandusky upgraded to divided highway in
1969.
In 1969, routing from Fostoria to 2 miles south of Sylvania changed to
follow that of the previous route 199 from Fostoria to 3 miles south of
Lemoyne, route 20 from 3 miles south of Lemoyne to Perrysburg, route 75
for 2 miles, and route 475 from route 75 to 2 miles south of Sylvania.
Fostoria to Perrysburg certified as route 199 in 1969.
Marion bypass added in 1969.
Old route through Marion certified as route 423 in 1969.
Chillicothe bypass added in 1972.

From Indiana state line 1 mile west of Columbia to 3 miles west of
Sandusky.
Routed along current route 20 from Indiana state line to Ottawa Hills,
route 120 from Ottawa Hills to Toledo, and route 2 from Toledo to 3 miles
west of Sandusky.
Indiana state line to 12 miles east of Indiana state line certified as
route 20 in 1926.
12 miles east of Indiana state line to Ottawa Hills certified as route
20N in 1926.
Ottawa Hills to Toledo certified as route 263 in 1926.
Toledo to 3 miles west of Sandusky certified as route 2 in 1926.
