Kane County Fair 4-H Club Show
4-H is the youth development program of the University of Illinois Cooperative Extension Service jointly conducted by the United States Department of Agriculture, land grant universities and county sponsoring groups.
A 4-H club is a group of boys and girls learning and having fun together while under the leadership of an adult volunteer.
The 4-H program is open to any boy or girl between the ages of 8-18 or in the third grade, as of September 1, 1999, regardless of race, color, sex, nationality or geographical residence.

Kane County 4-H Club Show
GENERAL RULES AND REGULATIONS
1. All exhibitors must be regularly enrolled in 4-H by May 1st. Only projects listed on
the enrollment records may be shown. All exhibits must be completed by the 4-H’er during the current year beginning Sept. 1, 1999. (Refer to specific departments for livestock ownership dates).
2. Entries are required for all classes. All entries must be listed on the County Fair 4-H REGISTRATION FORM (available from the club contact leader) and must be submitted to the 4-H office by June 23.
3. Exhibits will be judged against a set of standards for each project. JUDGES DECISIONS ARE FINAL. Ribbons will be awarded according to the following levels of achievement:
Blue Award - Project meets the standards
Red Award - Project needs improvement
White Award - Project needs much improvement
4. Class Champion Ribbons will be selected from exhibits in the BLUE AWARD group, if merited. Other Special Awards(unless noted otherwise) will be selected from Class Champion winners, only, if merited.
5. Exhibitors are limited to one entry per class, except livestock market classes which are allowed two (2).
6. Due to State Allocations there is NO guarantee as to the amount of premium money paid per exhibit.
7. Conference judging is mandatory for ALL exhibits. In the event a project cannot be conferenced judged (only exceptions: 1. out of town; 2. illness; 3. family emergency) the 4-H’er must contact the 4-H office in writing and a summary of material learned will be required. (Summary may be written, audio, or video, should show at least 3 new things learned.)
8. If 4-H exhibits are checked in late or do not comply with the exhibit requirements, the standards have not been met, and the exhibit will be lowered one rating by the judges. (with exception to livestock exhibits)
9. Release time for exhibits: 4-H exhibits will be released on Sunday 7:00 to 8:00 p.m. (The Extension Service is not responsible for projects not picked up on Sunday.)
10. State Fair Eligibility: 4-H members must be 10 years old by September 1, 1999 to show an exhibit at the State Fair. Only one non-livestock project may be shown with the exception of dogs and the bicycle rodeo.
11. 4-H members wishing to exhibit in the OPEN class must comply with the Kane County Fair Board governing those classes.
12. Interpretation of the rules and regulations is the responsibility of the 4-H Fair Committee. Exhibitors and those seeking privileges must agree to abide by these interpretations.
13. All complaints should be put in writing and filed with the 4-H office on or before Monday, following the fair.
14. Failure to comply with any of the rules may be sufficient cause to forfeit all premiums by the exhibitor.
Any changes or corrections to 4-H Fair regulations and all additional fair information will be printed in the 4-H Fair Newsletter.
15. Please check specific division rules.
16. Picture trophy winners for non-animal projects must come to the 4-H (Industrial) building and sign up to have pictures taken prior to Friday, 6:00 p.m. All pictures must be taken by 10:00 a.m., Saturday. Animal superintendents will arrange for picture times and distribution
17. Only animals entered as 4-H exhibits can be brought into the 4-H exhibit areas.
18. No 4-H animals or poultry can be sold at the fair with the exception of the Blue Ribbon Sale
19. 4-H advertisement will be allowed in designated areas only. All sales (excluding the Blue Ribbon Sale) must be finalized off the fairgrounds.
20. Only 4-H members who exhibit will receive a free season fair pass.
21. Volunteers are not to consume alcohol or illegal substances while responsible for youth in 4-H activities nor allow 4-H youth participants under supervision to do so.
22. Those selected as State Fair Delegates must sign the State Fair Delegate Board by Friday, July 21, 5:00 p.m. All alternates interested in attending State Fair should also sign the board by this date. Alternate notification will be in order of selection.
Special Notice: State Fair Orientation Meeting

at the Extension Office.
It is mandatory that all 4-H members selected for State Fair and planning to attend. Be present or have a family representative present at the Orientation Meeting scheduled for July 24, 7:00 p.m. at the Extension Office. No Exceptions.
Clover Bud Exhibit
(for 4-H members ages 5-7 years ONLY)
1. Clover Buds may exhibit ONE activity from the Clover Bud booklet only. (No other exhibits will be accepted)
2. Clover Buds cannot exhibit livestock or any other animals.
3. Exhibits must be checked in between 2:00 p.m. and 6:00 p.m. in the Industrial building on Monday, July 17.
4. All Clover Bud exhibits will receive a participation ribbon ONLY.
Non-Livestock Show
RULES AND REGULATIONS
1. All non-livestock exhibits including horticulture and crops will be checked-in between 2:00 p.m. and 6:00 p.m. on Monday.
2. 4-H non-livestock exhibits cannot be exhibited in the Open Class Show. 4-H’ers may make a separate entry for Open Class.
3. A list of eligible State Fair Delegates will be posted on the State Fair Delegate board located in the Industrial Building. Eligible Delegates must acknowledge participation by signing the board by FRIDAY of fair week.
4-H Livestock Exhibit
RULES AND REGULATIONS
1. All entries must be exhibited in the Show Ring by owner, unless special permission is given by Superintendent of the department. Exceptions when granted, are to be limited to the replacement also being a current 4-H member of Kane County.
2. No person except exhibitor will be permitted in the Ring while animals are being shown.
3. Pens and stalls will be designated by Superintendent in each division.
4. Livestock will not be permitted to tie out until 8:00 p.m. each night.
5. All animals in breeding classes must be registered in exhibitor’s name and corre-spond to 4-H rules on ownership. Registration papers for purebred animals must be presented at time of showing. No partnership will be honored in livestock exhibits. Horses must be owned or leased.
6. A clean barn award will be given for the most attractive club exhibit within the poultry, goat, sheep, beef, rabbit, swine, dairy, and horse departments. Competition between divisions will also be judged, and an award will be given for the cleanest barn.
7. Animals to be eligible to show must be accompanied by approved health papers. Health papers are to be turned in to respective superintendents prior to unloading. For specific health requirements, see Exhibition Livestock Health Requirements near front of this book.
8. Superintendents have the right to dismiss any animal not suitable for showing.
9. All cattle are to be washed on wash rack.
10. No animals are to be released from the Fairgrounds until all sale animals have been loaded.
11. Permission to remain overnight in the barns must be obtained prior to the opening of the Fair. (Parent permission forms can be obtained in the Extension Office).
12. 4-H members exhibiting animals in open class must pay a stall fee.
13. Only those volunteers/superintendents who do not have children exhibiting or who are not selling show animals (per species/barn) will be allowed to read the scales.
14. Only animals entered as 4-H exhibits can be brought into the 4-H exhibit areas.
15. No 4-H animals or poultry can be sold at the fair with the exception of the Blue Ribbon Sale.

Quality Assurance and Animal Ethics Clinic
1. In order to exhibit sheep, swine, beef, horses, dairy, poultry, rabbits, and goats at the county fair, a 4-H member MUST ATTEND AN ETHICS TYPE CLINIC ONLY ONE TIME. (Those who have attended in the past are grandfathered in and need not attend again.)
2. Any first time exhibitor at the county/state fair, in beef, swine, sheep, dairy, or horses MUST ATTEND AN APPROVED ETHICS CLINIC THIS YEAR. (Once an exhibitor has attended a clinic and shown at the county/state fair, they do not need to attend another clinic.)
3. Junior Exhibitors will be required to sign an affidavit that they “personally cared for the animal, they did not tamper with it, and it does not contain residues.” Contact the extension office if questions…

SPECIAL NOTICE
All exhibitors of animals shall comply with the provisions of the Illinois Humane Care for Animals Act. If violations are observed, the animals will be excused from exhibition and be ordered to be removed from the grounds with all awards being forfeited. As determined by Fair officials, superintendent, and veterinarians any practice or deviation from normal humane husbandry practices, including, but not limited to artificial manipulations, physical abuse, medical treatments or mechanical applications of any substance, other than on the prescription of a licensed veterinarian, will constitute a violation of show rules and are subject to the above provisions.
4-H Champion and Blue Ribbon Sale
Date of Sale: July 23, 2000, 1:00 p.m., Livestock Arena
The following rules will govern the Sale:
1. The Sale is open only to 4-H members in Kane County.
2. No breeding stock will be sold.
3. Members wishing to sell must consign livestock through Department Superintendent. Sign-up deadline times are 9:00 a.m. Friday for swine and sheep, and 6:00 p.m. Friday for cattle and all others.
3a. 4-Her must put on sign-up card if they want show rights. NO EXCEPTIONS
4. All animals will be sold on weigh-in weights. 5% commission will be charged per sale. Sellers buying back animals will pay the commission.
5. Sale order will be beef, swine, and sheep. Sale order within species will be determined at weigh-in.
6. Following the sale, the 4-H member must be present to assist in loading his/her animal on the truck. No animals will be released until all sale animals have been accounted for and loaded.
7. All swine consigned to the sale must weigh 235 lbs. or not more than 275 lbs. Steers must weigh 1,050 lbs. or more and market heifers must weigh 950 lbs. or more. All sheep must weigh a minimum of 100 lbs. with the exception of the Cheviot breed which can weigh 90 lbs. minimum.
8. Sale animals being delivered to a location other than a terminal market or processor, must be accompanied by a destination agreement signed by buyer and seller.
9. All Grand and Reserve Champions must sell, in addition to already listed animals in fair book which will include:

10. Exhibitors will be allowed to sell ONE Blue Ribbon exhibit per species. (Maximum of TWO SPECIES) i.e. one champion equals one species therefore two champions equals two species. All Grand & Reserve Champions must sell. (4-H’ers may be in the Sale Ring only twice)
11. There will be NO substitutions for any Grand or Reserve Grand Champion Animals.
12. As of the date of the sale 4-H members will be required to sign an affidavit that they “personally cared for the animal, they did not tamper with it, and it does not contain residues.” This applies to all animals. NO exceptions.
Sign up for auction will be handled by superintendent of each division. The
superintendent will make the announcement to its division of sale sign-up time.
All sellers of Blue Ribbon Sale animals MUST be at attendance at the livestock sale
area on Sunday morning, July 23 at 10:00 a.m. to help set-up for the sale.
The 4-H program and the Kane County Fair Board are not responsible for accidents.
4-H members are asked to please send a Thank You note to buyers.
The committee reserves the right to interpret all rules of the Blue Ribbon Sale.

Regulations: Check Health Regulations in front of book.
1. Registration papers are required and must be presented at the time of showing for all purebred classes.
2. Rate-of-Gain weigh-in will be 8:00 a.m., Wednesday, July 19.
3. Rate-of-Gain animals must have initial weights from Feb. 5, 2000 weigh-in.
4. All tattooed animals will be mouthed and any animals showing other than baby teeth will not be allowed to show.
5. All crossbreds and other breeds will show in the crossbred class.
6. Exotic breed heifers must be registered with the appropriate Exotic Breed Assn. Exotic breeding heifers may not be shown in the fat heifer classes.
7. Artificial color added to the hair is not permitted. Animals will be given a white towel test as they enter the show ring. Judgment of superintendent is final.
8. Beef Rule: A 4-H member must be the owner of cattle exhibited at the fair. Professional fitters will not be allowed to assist in the 4-H Show. 4-H’ers may be assisted by a family member (mother, father, brother, sister, grandparents or legal guardians) or by another 4-H member of Kane county.

The DeKalb-Kane Cattlemen’s Association will donate $150.00 for the Rate-of-Gain Marketability Contest. The money will be divided equally among the weight classes: light, medium, and heavy. Premiums paid will be $12, $11, $10, $9, and $8 to the first five placings. Ribbons will also be awarded. Rate-of-Gain weigh-in will be at 8:00 a.m. on Wednesday, July 19. Rate-of-Gain contest will be Friday, July 21, immediately following the Steer Show.

1. Open only to 4-H members and FFA members in Kane County.
2. Contestants must have shown a dairy exhibit at the 2000 Kane County Fair.
3. Contestants must sign up at Livestock Superintendent’s Office by 9:00 a.m., Friday, July 21, ABSOLUTELY NO EXCEPTIONS.
4. Contestants must furnish own pail.
5. Contestants will draw for cows at contest time.
6. Contest will run 2 minutes.
7. Contestants must be dressed neatly. White recommended.
Awards - $10 Gift Certificate plus a Gift Certificate for a Kitchen Sink in each class.

Judging 8:00 a.m., July 19
All open class wethers will be judged on Wednesday, July 19, following immediately after the 4-H Show.
1. Association ear tags must be in place.
2. Exhibitors are to keep their animals in show-day condition every day.
3. Old Flock: 1 ram, any age; 1 aged ewe; 1 yearling ewe; and 1 ewe lamb.
4. Pen of 3 lambs under 1 year, either sex.
5. Pen of 2 market lambs may be any breed including cross breeds, under 1 year. If market animals are purchased, it must be before June 1, 1999. No animal shown in purebred class will be allowed to compete in the market lamb competition.
6. All market lambs must be SLICK SHORN prior to weigh in. Market lambs may be ewes or wethers. All wethers must be properly healed by day of show.
7. Grand Champion and Res. Grand Champion in market classes must be sold at 4-H Auction.
8. Market lambs will be divided into 6 classes: Lt. (A & B), Med. (C & D), Heavy (E & F) weights. All animals must be weighed in before the show. Each exhibitor may enter 6 animals, limit of 2 per weight class. Each exhibitor may enter 3 pair classes provided they do not fall into the same weight class. (Lt., Med., and Hvy. wt.)
9. All sheep consigned to the Blue Ribbon Sale must weigh a minimum of 100 pounds.
10. Breeder Award: This will be judged on three animals: 1 yearling ewe and 2 lambs, all of which must have been born, bred and raised by the exhibitor. Registration papers will be checked upon entering the arena. After winning this award, exhibitor will be ineligible for the following three years.
11. Showmanship – Jr. Division 8-13; Sr. Division 14-18. Jr. Division winner can compete in Sr. Division next year.
12. Registration papers will be required on all purebred classes.
13. Weigh-in Tuesday, July 18 from 4:00 - 8:00 p.m.
14. Required - must attend ethics class to exhibit a sheep.
15. Set up time Saturday, July 15th at 9:30 a.m.
16. An exhibitor attempting to interfere with the judge during their adjudications will be promptly excluded from competition.
17. All four legs must be on the ground when the judge is handling the lamb.

REGULATIONS:
1. All pigs must be farrowed on or after January 1, 2000.
2. All hogs must be owned and cared for by exhibitor by June 1, 2000.
3. Entries must be in place by 7:00 p.m., Tuesday, July 18.
4. Health certificates are required of animals in various classes, including current pseudo-rabies and brucellosis tests.
5. Health certificates must be identified by ear notches or steel tags.
6. Exhibits will be limited to 6 head.
7. Single barrow may be taken from pens.
8. Classes with insufficient entries may be combined at the discretion of the department Superintendent.
9. Weighing will be Tuesday, July 18 as unloaded, until 7:00 p.m. No hogs received before noon.
10. Production Gilts are not eligible in Market Classes.
11. Market Gilts are not eligible in Production Classes.
12. Loading of animals sold in Blue Ribbon Sale July 23 is the responsibility of the 4-H exhibitor. This will be enforced.
13. All swine consigned to the Blue Ribbon Sale must weigh a minimum of 235 pounds or not more than 275 pounds.
14. All production hogs must weigh a minimum of 200 pounds to show. All market hogs must weigh 220 pounds to 299 pounds to show.
15. NO hogs can be unloaded until Health papers are checked.
16. Exhibitors must have pens clean and ready for inspection by 10:00 a.m. daily. ONLY wood shavings will be used for bedding.
17. Only exhibitors and ring help are allowed in ring during show.
18. Hogs must be personally cared for by exhibitor.
19. All exhibitors showing purebred hogs must show registration papers at the time of weigh in and must be registered in exhibitor’s name.
20. Registration papers must accompany hogs to scale.

Rules will be provided to each member enrolled in Horse Show. Horses are to be in place Tues., July 18, 2000 at 9:00 p.m. There will be a riders meeting at 7:45 a.m. the day of the show.

Animals must be shown either horse or pony, not both.

General Rules for the 2000 4-H Horse and Pony Show at the Kane County Fair.
1. Project must be owned or leased and cared for by the 4-H member who shows it.
2. To be eligible to show one horse or one pony by two or more members of the same family, said family must own only one horse or one pony.
3. Each exhibitor will be limited to two animals, or three animals if one is a production project. Mare and foal projects are to count as one. No stallions are allowed other than those born in the current year.
4. Each exhibitor will be eligible to enter a total of 7 classes in any combination.
5. All animals must be clean, properly groomed and in good physical condition.
6. All exhibitors must be neatly and appropriately attired in either English or Western clothing.
7. Any unsportsman-like conduct by 4-H members, parents, or leaders shall jeopardize a 4-H member’s right to further exhibit in the show. Failure to comply with any of the rules, may be sufficient cause for forfeiture of all premiums.
8. Nosebands and tiedowns are permitted in English Over Fences and Gymkhana classes. Chaps and spurs are optional in all Western classes.
9. 9:00 P.M., Tuesday, July 18 will be the deadline for acceptance of animals in the Horse & Pony Barn.
10. DON’T FORGET - AGE IS FIGURED AS OF JANUARY 1, 2000, for entry classes that have any age breakdown.
11. All horses and ponies must be saddled and bridled before being ridden in the exercise area. (Boots must be worn in the exercise area.) NO HORSE TO BE RIDDEN OUTSIDE OF ARENA; HORSES BEING EXERCISED ARE TO BE MOUNTED IN ARENA ONLY.
12. Horses and ponies may be exercised only by 4-H members.
13. The decisions of the judges will be final.
14. To address the judge, members must go through a steward, and steward must remain present during conversation.
15. No riding of horses in barn aisles. No loose horses in the arena. No throwing water in the barns.
16. No lunging is allowed in the arena.
17. 4-H horse exhibitors who do not have a parent/guardian release form on file in the 4-H Office must complete one before they can participate in the 4-H Horse Show.

Schooling over jumps will be in the arena on Thurs. at 5:00 p.m. or when western classes are finished and Friday morning at sunrise. This time is reserved for jumping only! Jump schooling will be supervised.
Speed rider practice will be from 7:30 a.m. - 9:00 a.m. and 4:00 p.m. - 6:00 p.m. on Wed. Speed practice will be supervised.
All other times will be for exercise and flat work. Stall assignments will be made by superintendents prior to the fair.
4-H horse dismissal time is Sunday at 6:00 p.m. Subject to change.
Hard Hats: AHSA approved hard hats will be required in all English classes; however no exhibitor shall be penalized for wearing protective headgear in any class at the show, espeically barrel racing, flag racing and pole bending.

1. Cocks must be hatched prior to Jan. 1 and Cockerels after Jan. 1. Hens must be hatched prior to Jan. 1 and Pullets after Jan. 1. All 4-H’ers are required to exhibit a cockerel or pullet in order to exhibit in the older classes, or have carried project in previous years.
2. Unless otherwise specified only 1 bird allowed per entry number.
3. One dozen egg entry must be placed on display Wednesday, July 19, 1:00 p.m. and removed after judging.
4. All 4-H entries must be leg banded.
5. ALL FEEDING & WATERING IS THE RESPONSIBILITY OF THE 4-H OWNER AND MUST BE DONE BY NOON DAILY OR PREMIUM WILL BE FORFEITED.
6. 4-H’ers must bring their birds up to the judge on judging day for each class. All ducks, geese, turkeys, and misc. bird exhibitors or assigned representatives must be present at time of judging. If not present, your birds will not be judged.
7. All water fowl must have shavings changed daily.
8. There will be a Clean Barn Award for the club with the cleanest cages. All clubs are encouraged to participate.
9. NO Adult will be allowed to talk to the judge, superintendent, or show clerk until judging is completed. See the ring person for assistance if needed. The ring person calls the classes and passes out ribbons. All adults must stay 6 ft. away from show ring.

REGULATIONS:
1. All entries must be identified by a permanent tattoo in the left ear. This rule must be complied with for the protection of all concerned. [Including Pets]
2. Each 4-H exhibitor is limited to 6 entries, plus 1 meat pen (optional).
3. Rabbits exhibition (meat pen/production) must be in place by 7:00 p.m., July 18. There will be no exceptions.
4. Rabbits exhibition (meat pen/production) shall not be loaded or removed from the rabbit building before 6:00 p.m., Sunday, July 23. Should be removed between 6 & 7 p.m. on Sunday, July 23.
5. Senior stock must be owned by the 4-H’ers by March 1, 2000, and all other rabbits must be produced from this stock.
6. ALL FEEDING AND WATERING IS THE RESPONSIBILITY OF THE 4-H’ER
AND MUST BE DONE 10:00 A.M. DAILY OR PREMIUM FORFEITED.
7. All cages holding each 4-H’ers rabbits must be cleaned daily by the 4-H rabbit owner. All 4-H’ers are responsible for cleaning up cage and area after removing rabbits. WE ARE NOT RESPONSIBLE FOR RABBITS LEFT IN EXHIBIT AREA AFTER 7:00 P.M., SUNDAY. There will be a Clean Barn Award for club with cleanest cages.

REGULATIONS:
1. Verification of up to date rabies vaccine MUST accompany dog to show and be presented to Supt. at check-in. (Rabies tag is NOT Proof)
2. Bitches in season and uncontrolled dogs will be excused from the show. Superintendent has the right to dismiss any animal not suitable for showing.
3. Members may enter a maximum of two dogs if shown in different classes. Each dog may be shown in only one obedience class and one dog care class.

6. Appropriate clothing for showmanship is expected at all times; tennis shoes are recommended.

Regulations:
1. Eligibility
A. A member may show only one cat in each of the classes listed below.
B. No females with kittens under six weeks of age may be shown.
C. Cats need not be purebred.
D. Kittens are animals aged 6 weeks to 6 months.
2. Health papers, etc.:
A. Health papers certified by a veterinarian must accompany cats to the show.
B. Cats must be free of any communicable diseases and vaccinated for distemper, rabies, rhinotracheitis at least two weeks prior to the show.
C. All cat’s nails must be trimmed; both front and back.
D. If a cat cannot be handled or bites, the judge or superintendent may disqualify it and no ribbons will be issued.
E. Only cats showing will be allowed in show area.
3. Fair check-in, cages, check-out:
A. Cages will be available for decorating between 1:00 p.m. and 5:30 p.m. The only person to decorate the cage is the 4-Her showing the cat. No one else is allowed to help. (Please do not bring your cat if decorating the cage early, go home and get the cat when you are through.)
B. Cages, check-in, check-out, and judging will take place in the poultry building on the north end of the fairgrounds.
C. Cats must be checked in between 4:30 p.m. and 5:30 p.m.
D. Cats must be in their cages at 6:00 p.m. Wednesday, July 12, and available for judging.
E. Judging will begin at 6:00 p.m.
F. Cats may leave at the conclusion of the Cat Show.
G. Each exhibitor is responsible for the cleanliness of the exhibit area.
4. Judging
A. Judging will be on the basis of coat, eyes, ears, body, teeth, gums, and temperament, and exhibitor's knowledge.
B. Trophies, Champion & Reserve Ribbons, along with replacement Ribbons will be awarded the night of the show. Those who receive awards will need to see the superintendent to get their pictures taken for their trophies.
5. Only cats entered as 4-H exhibits can be brought to the cat show.

Exhibits are to be about a country or a region of the United States of America. Conference judging for both club and individual exhibits will be on Monday, July 17.
1. Geography – Prepare a display of the country or region you studied which shows something on the geography, economy, and/or agriculture of the country. Show your project manual with the exhibit.
2. People – Prepare a display on the people of the country or region of the U.S. you studied. Show something you learned about the racial-ethnic groupings, the population, languages, religions and/or housing. Show your project manual with the exhibit.
3. Culture – Prepare a display on the culture of the country or region of the U.S. you studied. This might include music, crafts, clothing, housing, holiday celebrations, etc. Show your project manual with the exhibit.

at least three (3) igneous, two (2) metamorphic, and three (3) sedimentary groups.

geology with judge.

exhibitors should be prepared to discuss their exhibit and explain its operation. Conference judging will be held from 2:00-6:00 p.m., when exhibit is entered. All exhibits must be no larger than 30” x 30”.
Computer Science
Superintendent – Bob Gibson
Exhibitors will be asked to give a presentation/explanation of their exhibit to judge. A presentation using a computer is not required. No computers will be furnished. Exhibitors may bring computer equipment if they wish. The Fair Board and Extension Office are not responsible for the safety or security of any computer equipment. Telephone modem connections are not available for use by exhibitors.
Any member found to be using computer software in a manner that infringes on copyright laws will be disqualified. Use computer project guide Lost In Cyberspace.
Class: Introduction to Computers - Exhibit a poster or demonstration that shows
knowledge related to Units 1 and 2 in the computer project guide, such as:
• the main parts of typical home or office desktop computer.
• the operating system
• the use and workings of common application programs such as word
processors or graphics drawing programs
Class: Using Computer Programs - Exhibit a product that member produced using
selected software application, along with a written description of how the
product was produced. Recommended software applications include word
processing programs, spreadsheet programs, database manager programs,
graphics and design programs, accounting programs, communications
programs, presentation programs, and/or Web page design programs
(or any other software application covered in Unit 3 of the project guide).
Class: Beginning Computer Programming - Exhibit a flowchart or alternative visual representation of a program that exhibitor has written, not copied from another source. Exhibitor also may choose to demonstrate the actual program. (NOTE: Neither computers nor telephone modem connections are provided to exhibitors.) Choice of programming language is optional. Programs exhibited in this class require the use of one or more of each of the following kinds of commands:
(1) Comments to the reader of the program (e.g., “Now subtract Taxes from GrossPay to get NetPay”).
(2) Instructions to the user of the program (e.g., “Press Q at any time to quit this program”).
(3) Assignment of data into variables (e.g., “NetPay=GrossPay Taxes;”).
(4) Choosing between alternatives based on the current value of a variable (e.g., “IF NetPay>=100000 THEN PRINT ‘THANK YOU, BOSS!’ ELSE GOTO 999”)
(5) Looping, that is, repeating a group of instructions more than once, using a looping structure (“FOR”, “DO”, etc.). The ending of the loop must be controlled, not just left to loop forever (e.g., “10 GOTO 10”). Controlling the end of the looping may be done using an “IF” statement from item 4.
(6) Input from, and output to a user.
Class: Intermediate Computer Programming - Exhibits in this class allow exhibitor to work in more depth in those application areas of computer programming that interest them. Exhibits in this class must meet all the requirement of class G3015, plus as many of the following as apply:
(1) Checking for and dealing with errors in some reasonable way (e.g., suppose GrossPay contains a negative number, or Taxes contains a value larger than GrossPay-what then?).
(2) Input from and/or output to a file or database (or some device or program than to the user).
(3) Use of defined functions, procedures, or macros to reduce complexity and duplication within the program.
(4) Ways to get the user help, or clues, if they get stuck, or they don’t understand what to do next.
Class: Special Topics in Computers - Projects in this class permit exhibitors to explore in detail any aspect of computers that interests them and is not within the scope of all above classes. Exhibit may include such things as a computer built from component cards, a report on the effect of computers on the economy, and/or description of a computer-based service or business they operate.

SPECIAL NOTES:
Web Pages:
Web pages present an ongoing dilemma for selecting exhibit classes, because they represent a very broad range of skill and understanding by
the member. This breadth prevents an easy solution of simply creating a single exhibit class for web pages. Short of inventing an entire new series of 2-3 classes dealing strictly with pages, the best alternative is to classify exhibits individually, based on the level of knowledge and skill represented in the exhibit along the following guidelines:
• All web pages developed with a software program either designed
specifically for that purpose or with a function for automatic HTML
coding (e.g. the “save as HTML command in Microsoft Word) should
be entered in the second class: Using Computer Programs
• Simple web pages designed with HTML coding written by the member
or augmented with features downloaded from other web sites, should
also be entered in Class 2: Using Computer Programs
• Web pages containing a significant amount of Java programming
done by member should be entered in Class 3: Beginning Computer
Programming - as long as the programming meets the third classes’
requirements. This does not includ Java created components the
member simply downloads from another site. It is the responsibility
of the judge to ascertain how much actual programming has been done
by the exhibitor.
• It is possible to write advanced programs in JavaScript that meet
the requirements of Class 4: Intermediate Computer Programming.
Again, it is the judge’s responsibility to ascertain how much actual
programming has bee done (vs. downloading).
• If the web page doesn’t seem to fit into one specific category from
above, enter the exhibit in Class 5: Special Topics in Computers.

Computer Science Judges reserve the right to switch exhibits to different classes as needed to meet the classification designations.

ELECTRICITY
It is strongly suggested that members use recommended construction details provided by the Illinois Electrification Committee (IEC) that has been provided to local Extension Offices.
During Conference judging, the exhibitor should be prepared to discuss how the exhibited item is to be used, the way it was assembled and disassemble a part(s) to see how the exhibited item works. All projects must include a written report, explaining what was learned and how the project was constructed.
Class: Magic of Electricity - Exhibit an electrical circuit, with switch and bulbs, to demonstrate conductors and insulators OR an electromagnet OR a galvanometer OR an electric motor.
Class: Investing Electricity - Exhibit a circuit board, demonstrating parallel and series switches, including a circuit diagram OR a momentary switch, OR a 3-way switch using approved electrical materials; OR a rocket launcher, OR a burglar alarm.
Class: Wired for Power - Exhibit a 120V lighting fixture or other appliance which uses a switch; OR two electrical household circuits using 120V materials to comply with National Electrical Code, one with a simple on/off switch to control bulb, and one using 3-way switches to control light from two locations; OR other project which demonstrates principles in Unit 3 book.
Class: Entering Electronics - Exhibit any electronic or solid state appliance, and a written report explaining your project, and what you learned.When project is being considered, general safety, and workmanship should be considered. During Conference judging, the exhibitor should be prepared to discuss how the exhibited item is to be used, the way it was assembled and disassemble a part(s) to see how the exhibited item works. All projects must include a written report, explaining what was learned and how the project was constructed.
SMALL ENGINES
Exhibits must be work from current 4-H year.
Project area is exempt from the 30” x 30” size limitation.
Class: Display - A display identifying different engine or lawn and garden equipment parts or a display showing the function of the various engine or lawn and garden equipment parts.
Class: Operation and Maintenance - Exhibit an operable small engine (no more than 20HP) overhauled or rebuilt by the 4-H member. Include a maintenance schedule for the engine. During the conference judging, the exhibitor should be prepared to discuss their engine over-haul or rebuilding experience and to operate the engine for a short time.

WOODWORKING
Exhibits Must Be Work From current 4-H Year.
Project area is exempt from 30”x 30” size limitation
Class: Measuring Up - Level 1 - Any item made of wood constructed or refinished
by the member.
Class: Making the Cut - Level 2 - Any item book made of wood constructed or
refinished by the member.

the member.
Class: Finishing Up - Level 4 - Any item made of wood constructed or refinished
by the member.

AEROSPACE
Exhibits must be work from current 4-H year.
1. Rocket Judging - Monday, July 10, 6:00 p.m. – To Be Announced
2. Monday, July 17, 2:00-6:00 p.m. – Fair Check In. Displays Check in 2:00-6:00 p.m. at the 4-H Bldg.
Rocketry
Class: Beginner Class – limited to members who are currently in their first year of the 4-H Rocketry Program. Members must build and launch a model rocket of their choice. Difficulty level 2 or higher recommended.
Class: Advanced Class – open to any member enrolled in the Rocketry Program. Build and launch a model rocket either from a kit or your own design. Difficulty level 3 or higher is recommended, but not required.
General Requirements:
1. Only Electric Igniters may be used.
2. All rockets must conform to the Model Rocketry Safety Code contained in your 4-H Model Rocketry Manual.
3. All safety requirements must be observed during the rocket launch. Anyone acting in an unsafe manner may be disqualified.
4. A member can show in only one class. First year members may, at their option, elect to participate in the advanced class.
5. The State Fair Delegates will be chosen from the Advanced Class.
6. Judging will be based on: an interview with the judge, a detailed inspection of the model rocket and, a successful launch and recovery of the rocket. Craftsmanship and safety will be emphasized.
7. All rockets must be displayed during fair week, “touch-up” of rockets after firing but before display is permitted.

Kites
Class: Exhibit one hand-made kite. The exhibit will be a static display. The kite should be in good flying condition. Member should bring a list of materials and directions used in constructing the kite.
Model Airplanes
Class: Exhibit one model airplane. The exhibit will be a static display. This class is for flying models only. The airplane will not be launched. Member should bring the printed directions for construction of the airplane.

Aerospace Display
Class: Any exhibit related to aerospace that does not fit into above Classes. This may be an experimental or educational poster or display. Include an explanation of the display for public understanding.

Thursday, July 13
A 4-H Bicycle Rodeo will be held on Thursday, July 13 in the Extension Office Parking Lot. Contestants are to report by 6:30 p.m.
Exhibitors MUST bring their own bicycle and may wish to bring a chain and lock. Bicycles may not be ridden in the parking lot, except when performing in the classes. It is highly recommended that bicycle riders bring and wear safety helmets during the riding exercises. Bicycles will be released at the end of the rodeo - after ratings are announced.

The Rodeo will consist of the following:
1. Written test on proper maintenance, adjustment, operation, and safety laws/rules regarding bicycles.
2. Inspection of exhibitor’s bicycle, including brakes, height, safety equipment, etc.
3. Riding “test” through a safety course, observing all rules and regulations.
4. Additional information as listed below for specific class.
Class: Bicycle I - Exhibitor should be able to demonstrate two bicycle adjustments. (ie. seat, handlebars, etc.)

Must have been grown from seed, young seedling plants, bulbs or rhizomes by exhibitor. Exhibitors choosing lilies should include no more than 2/3 foliage for their exhibit.
GARDENING INDOORS – NO HANGING PLANTS
Exhibits must be labeled on a 3x5 card with Common Name, Latin name, Cultivar (variety), date started, how started (cutting, bulb, corm, etc.); how grown (window sill, artificial light and/or greenhouse). Exhibit must be grown in current 4-H year.
Class: House Plants – Exhibit one house plant (foliage or flowering) in a container OR a terrarium OR a dish garden. Plant must be started and grown by exhibitor during the current 4-H year.
FLOWER ARRANGEMENT
Flower Arrangement Activity
All entries should be brought in the day of judging, Thursday, July 20 at 12:00 p.m.
1. Arrangements will be made in front of the judge in the Horticulture Building on Thursday, July 20, 2000 from 12:30 p.m. to 1:30 p.m.
2. Members must provide their own material and equipment.
3. A critique on the arrangements will be given by the judge at 2:00 p.m.
4. State Fair delegates will be chosen according to county enrollment and will be announced after critiques.
5. Members will be responsible for keeping their arrangements fresh.
6. No interaction with other people will be allowed until the exhibit is completed. Final arrangements must fit on the table top and fit into the 2-1/2' x 2-1/2' space.
Class: Beginning Flower Arranging – Table arrangements, fan, umbrella, corsage, etc. Exhibitors must make one arrangement in approximately one hour. Arrangement to be made from fresh and/or dried plant materials. Silks are not permitted. (Not State Fair eligible).

Kane County 4-H Club Show
GENERAL RULES AND REGULATIONS
1. All exhibitors must be regularly enrolled in 4-H by May 1st. Only projects listed on
the enrollment records may be shown. All exhibits must be completed by the 4-H’er during the current year beginning Sept. 1, 1999. (Refer to specific departments for livestock ownership dates).
2. Entries are required for all classes. All entries must be listed on the County Fair 4-H REGISTRATION FORM (available from the club contact leader) and must be submitted to the 4-H office by June 23.
3. Exhibits will be judged against a set of standards for each project. JUDGES DECISIONS ARE FINAL. Ribbons will be awarded according to the following levels of achievement:
Blue Award - Project meets the standards
Red Award - Project needs improvement
White Award - Project needs much improvement
4. Class Champion Ribbons will be selected from exhibits in the BLUE AWARD group, if merited. Other Special Awards(unless noted otherwise) will be selected from Class Champion winners, only, if merited.
5. Exhibitors are limited to one entry per class, except livestock market classes which are allowed two (2).
6. Due to State Allocations there is NO guarantee as to the amount of premium money paid per exhibit.
7. Conference judging is mandatory for ALL exhibits. In the event a project cannot be conferenced judged (only exceptions: 1. out of town; 2. illness; 3. family emergency) the 4-H’er must contact the 4-H office in writing and a summary of material learned will be required. (Summary may be written, audio, or video, should show at least 3 new things learned.)
8. If 4-H exhibits are checked in late or do not comply with the exhibit requirements, the standards have not been met, and the exhibit will be lowered one rating by the judges. (with exception to livestock exhibits)
9. Release time for exhibits: 4-H exhibits will be released on Sunday 7:00 to 8:00 p.m. (The Extension Service is not responsible for projects not picked up on Sunday.)
10. State Fair Eligibility: 4-H members must be 10 years old by September 1, 1999 to show an exhibit at the State Fair. Only one non-livestock project may be shown with the exception of dogs and the bicycle rodeo.
11. 4-H members wishing to exhibit in the OPEN class must comply with the Kane County Fair Board governing those classes.
12. Interpretation of the rules and regulations is the responsibility of the 4-H Fair Committee. Exhibitors and those seeking privileges must agree to abide by these interpretations.
13. All complaints should be put in writing and filed with the 4-H office on or before Monday, following the fair.
14. Failure to comply with any of the rules may be sufficient cause to forfeit all premiums by the exhibitor.
Any changes or corrections to 4-H Fair regulations and all additional fair information will be printed in the 4-H Fair Newsletter.
15. Please check specific division rules.
16. Picture trophy winners for non-animal projects must come to the 4-H (Industrial) building and sign up to have pictures taken prior to Friday, 6:00 p.m. All pictures must be taken by 10:00 a.m., Saturday. Animal superintendents will arrange for picture times and distribution
17. Only animals entered as 4-H exhibits can be brought into the 4-H exhibit areas.
18. No 4-H animals or poultry can be sold at the fair with the exception of the Blue Ribbon Sale
19. 4-H advertisement will be allowed in designated areas only. All sales (excluding the Blue Ribbon Sale) must be finalized off the fairgrounds.
20. Only 4-H members who exhibit will receive a free season fair pass.
21. Volunteers are not to consume alcohol or illegal substances while responsible for youth in 4-H activities nor allow 4-H youth participants under supervision to do so.
22. Those selected as State Fair Delegates must sign the State Fair Delegate Board by Friday, July 21, 5:00 p.m. All alternates interested in attending State Fair should also sign the board by this date. Alternate notification will be in order of selection.

It is mandatory that all 4-H members selected for State Fair and planning to attend. Be present or have a family representative present at the Orientation Meeting scheduled for July 24, 7:00 p.m. at the Extension Office. No Exceptions.
Clover Bud Exhibit
(for 4-H members ages 5-7 years ONLY)
1. Clover Buds may exhibit ONE activity from the Clover Bud booklet only. (No other exhibits will be accepted)
2. Clover Buds cannot exhibit livestock or any other animals.
3. Exhibits must be checked in between 2:00 p.m. and 6:00 p.m. in the Industrial building on Monday, July 17.
4. All Clover Bud exhibits will receive a participation ribbon ONLY.
Non-Livestock Show
RULES AND REGULATIONS
1. All non-livestock exhibits including horticulture and crops will be checked-in between 2:00 p.m. and 6:00 p.m. on Monday.
2. 4-H non-livestock exhibits cannot be exhibited in the Open Class Show. 4-H’ers may make a separate entry for Open Class.
3. A list of eligible State Fair Delegates will be posted on the State Fair Delegate board located in the Industrial Building. Eligible Delegates must acknowledge participation by signing the board by FRIDAY of fair week.
4-H Livestock Exhibit
RULES AND REGULATIONS
1. All entries must be exhibited in the Show Ring by owner, unless special permission is given by Superintendent of the department. Exceptions when granted, are to be limited to the replacement also being a current 4-H member of Kane County.
2. No person except exhibitor will be permitted in the Ring while animals are being shown.
3. Pens and stalls will be designated by Superintendent in each division.
4. Livestock will not be permitted to tie out until 8:00 p.m. each night.
5. All animals in breeding classes must be registered in exhibitor’s name and corre-spond to 4-H rules on ownership. Registration papers for purebred animals must be presented at time of showing. No partnership will be honored in livestock exhibits. Horses must be owned or leased.
6. A clean barn award will be given for the most attractive club exhibit within the poultry, goat, sheep, beef, rabbit, swine, dairy, and horse departments. Competition between divisions will also be judged, and an award will be given for the cleanest barn.
7. Animals to be eligible to show must be accompanied by approved health papers. Health papers are to be turned in to respective superintendents prior to unloading. For specific health requirements, see Exhibition Livestock Health Requirements near front of this book.
8. Superintendents have the right to dismiss any animal not suitable for showing.
9. All cattle are to be washed on wash rack.
10. No animals are to be released from the Fairgrounds until all sale animals have been loaded.
11. Permission to remain overnight in the barns must be obtained prior to the opening of the Fair. (Parent permission forms can be obtained in the Extension Office).
12. 4-H members exhibiting animals in open class must pay a stall fee.
13. Only those volunteers/superintendents who do not have children exhibiting or who are not selling show animals (per species/barn) will be allowed to read the scales.
14. Only animals entered as 4-H exhibits can be brought into the 4-H exhibit areas.

2. Any first time exhibitor at the county/state fair, in beef, swine, sheep, dairy, or horses MUST ATTEND AN APPROVED ETHICS CLINIC THIS YEAR. (Once an exhibitor has attended a clinic and shown at the county/state fair, they do not need to attend another clinic.)
3. Junior Exhibitors will be required to sign an affidavit that they “personally cared for the animal, they did not tamper with it, and it does not contain residues.” Contact the extension office if questions…

SPECIAL NOTICE
All exhibitors of animals shall comply with the provisions of the Illinois Humane Care for Animals Act. If violations are observed, the animals will be excused from exhibition and be ordered to be removed from the grounds with all awards being forfeited. As determined by Fair officials, superintendent, and veterinarians any practice or deviation from normal humane husbandry practices, including, but not limited to artificial manipulations, physical abuse, medical treatments or mechanical applications of any substance, other than on the prescription of a licensed veterinarian, will constitute a violation of show rules and are subject to the above provisions.
4-H Champion and Blue Ribbon Sale
Date of Sale: July 23, 2000, 1:00 p.m., Livestock Arena
The following rules will govern the Sale:
1. The Sale is open only to 4-H members in Kane County.
2. No breeding stock will be sold.
3. Members wishing to sell must consign livestock through Department Superintendent. Sign-up deadline times are 9:00 a.m. Friday for swine and sheep, and 6:00 p.m. Friday for cattle and all others.
3a. 4-Her must put on sign-up card if they want show rights. NO EXCEPTIONS
4. All animals will be sold on weigh-in weights. 5% commission will be charged per sale. Sellers buying back animals will pay the commission.
5. Sale order will be beef, swine, and sheep. Sale order within species will be determined at weigh-in.
6. Following the sale, the 4-H member must be present to assist in loading his/her animal on the truck. No animals will be released until all sale animals have been accounted for and loaded.
7. All swine consigned to the sale must weigh 235 lbs. or not more than 275 lbs. Steers must weigh 1,050 lbs. or more and market heifers must weigh 950 lbs. or more. All sheep must weigh a minimum of 100 lbs. with the exception of the Cheviot breed which can weigh 90 lbs. minimum.
8. Sale animals being delivered to a location other than a terminal market or processor, must be accompanied by a destination agreement signed by buyer and seller.
9. All Grand and Reserve Champions must sell, in addition to already listed animals in fair book which will include:
a. Grand and Reserve Grand Champion Steer.
b. Grand and Reserve Grand Champion Fat Heifer.

11. There will be NO substitutions for any Grand or Reserve Grand Champion Animals.
12. As of the date of the sale 4-H members will be required to sign an affidavit that they “personally cared for the animal, they did not tamper with it, and it does not contain residues.” This applies to all animals. NO exceptions.
Sign up for auction will be handled by superintendent of each division. The
superintendent will make the announcement to its division of sale sign-up time.
All sellers of Blue Ribbon Sale animals MUST be at attendance at the livestock sale
area on Sunday morning, July 23 at 10:00 a.m. to help set-up for the sale.
The 4-H program and the Kane County Fair Board are not responsible for accidents.
4-H members are asked to please send a Thank You note to buyers.
The committee reserves the right to interpret all rules of the Blue Ribbon Sale.

3. Rate-of-Gain animals must have initial weights from Feb. 5, 2000 weigh-in.
4. All tattooed animals will be mouthed and any animals showing other than baby teeth will not be allowed to show.
5. All crossbreds and other breeds will show in the crossbred class.
6. Exotic breed heifers must be registered with the appropriate Exotic Breed Assn. Exotic breeding heifers may not be shown in the fat heifer classes.
7. Artificial color added to the hair is not permitted. Animals will be given a white towel test as they enter the show ring. Judgment of superintendent is final.
8. Beef Rule: A 4-H member must be the owner of cattle exhibited at the fair. Professional fitters will not be allowed to assist in the 4-H Show. 4-H’ers may be assisted by a family member (mother, father, brother, sister, grandparents or legal guardians) or by another 4-H member of Kane county.
NOTE: In breeding classes, one premium will be paid per class to each exhibitor. In market classes, two premiums will be paid per class to each exhibitor.

Rate-of-Gain contest will be Friday, July 21, immediately following the Steer Show.
