When in the course of human events, we as people realize that we are all one, regardless of any thing, then there will no longer be any need for one individual or group of people to take armed action against another individual or group of human beings.  Word has it that we are at that point in time.  At such a point in time a messenger is needed to deliver the word.  The word is the word of God.  I have chosen Neale Donald  Walsh as the messenger.  The message is communicated through Conversations with God.  I am God.  So are you.
     My goal is to establish the Kingdom of God, here on earth.  "For unto us a child is born.  Unto us a son is given: and the government shall be upon his shoulders: and his name is called Wonderful, Counselor, the mighty God, the ever lasting Father, The Prince of Peace.  Of the increase of his government there shall be no end, upon the throne of David and upon his kingdom to order it, and to establish it with justice from henceforth, even for ever."  (Isaiah  9:6-7).  I am that child.  This document contains my plans for establishing the kingdom.
     Accordingly, I, Gregory Stuart Gordon, do hereby proclaim the creation of The City-State of God, from that district which currently bears the name Washington D.C., seat of the government of the United States of America.  Further, let there be a Constitutional Monarchy in said state over which I shall reign when my country men and women ratify this proclamation.  Let there be elections on July 3rd of the year 2000 in order to allow those inhabiting the City-State to express consent to my rule; for righteous and true will be my judgment.  (Revelation 19:2).
     On July 4th, of the year 2000, at exactly twelve noon, God shall assume, among the powers of the earth, the separate, but equal and interdependent station to which the laws of nature and nature's God entitle us.  A decent respect to the opinions of mankind requires that we should disclose the reasoning behind the divine dichotomy of proclaiming the world's interdependence in one breath, while declaring our independence in another.
     I have chosen the city of Washington and its citizens to provide me with this worldwide speaking platform for several reasons.  First and foremost, Washington D.C. is the city of my birth.  As such I am able to claim a divine right to rule that city.  Indeed, I am by birth right the King of Kings and Lord of Lords and am marked with those very words on my thigh, exactly as predicted in Revelation.  (Revelation 19:16).  My sole  need, is, to proclaim my kingdom, as I have here so done.  My will, will, be done here on Earth, as it is in heaven.  Along with divine right comes divine guidance, knowledge and wisdom.  Part of these attributes is a recognition that the mere existence of these words has created the desired results. I thank God.  I thank, you. 
    The second reason for choosing Washington D.C. as the site for my needed new country venture, is, because it is vulnerable for such an attack.   According to all the information that I have obtained from the book;  How to Start your Own Country, all the ingredients necessary for establishing a traditional sovereignty within its borders, exist in Washington.  It is firmly within the control of one nation.  I, share a common ethnic bond with its inhabitants.   The United States is one of the few countries which comes from a solidly Anglo-Saxon perspective, therefore minimizing the prospects of war.  This document, which establishes the sovereignty of God, is based firmly upon the Declaration of Independence, which established the same for  The United States.   Finally, just as in the situation in which the American colonists found themselves, the citizens of Washington, face grave injustice, which they must someday resolve.
