Japan in Axis and Allies should be the "Silent" partner of the Axis. Obviously, the Japanese player needs to keep the American player at bay, but the best way to do this is to not make a stink. Slowly grow in power by taking the low IPC territories in the Pacific, particularly Britain's. Control China and slowly overcome your IPC disadvantage quietly until you are unstoppable in power. I have seen this work and I have seen it fail somewhat badly against an aggressive American player, so know your opponent well before you decide to use this strategy.
