SCHOOL-BASED HEALTH CLINICS -- PTA believes that access to
quality health care is essential to sound health practices and recognizes that adolescents
as a group are the most under-served population in terms of health care. School-based
health centers give young people access they might otherwise not have to this essential
health care. PTA believes that local community support is the key to the success of any
school-based health center and that parent and student involvement should be a major part
of the planning. Reference "School-Based Health Centers" position statement
in the California State PTA GUIDEBOOK.

AB 1126 establishes the "Healthy Families" program to provide health coverage to 580,000 low-income, uninsured children.
The program will function as follows:
Administered by the Managed Risk Medical Insurance Board (MRMIB).
Utilize a purchasing pool model to provide children with health, dental, and vision
benefits. Require contracts to be negotiated with participating health, vision, and dental
plans to provide these benefits.
Provide a purchasing credit mechanism to help pay for employer-based coverage for dependents. Require employers to contribute toward the cost of dependent coverage as a condition for using the purchasing credit.
Provide health coverage to uninsured children age 1-19, not eligible for full scope, no-share-of-cost Medi-Cal, in families with income up to 200% of the federal poverty level.
Prevent co-payments for preventive services.
The program will ensure the participation of traditional and safety net health care providers as follows:
Ensure that participating plans have signed contracts with traditional and safety net providers. Give priority to plans that contract with providers in the neighborhoods where uninsured live. Provide a discount on the monthly family contribution for the participating plan doing the best job including traditional and safety net providers.
The plan requires SDHS to conduct a community outreach and education campaign to assist in notifying families of the availability of coverage. The program will use a simple, easy to understand mail-in application process and provide subscribers with 12 months of continuous eligibility.
The monthly family premiums for the lowest cost plans are as follows. Families who pre-pay three months of premiums get the fourth month free.
Federal Poverty Level Premium
Per Child Per Family (max)
100%-150%
$7 $14
151%-200%
$9

PTA recognizes that basic preventive health care can prevent permanent disability or lengthy remediation and supports efforts to provide equal access to quality, affordable, basic preventive health care for all children, youth and pregnant women. NEW LAW FOR 7TH GRADE ENTRY
Effective July 1, 1999, the hepatitis B immunizations are required by the state of California for 7th grade entry. This is a series of 3 injections.
Hepatitis B is a serious infection that can hurt the liver and cause
serious illness or death. Each year, 200,000 people become infected with the virus.
Between 4,000-5,000 people die each year from the effects of the disease. The
immunization is now being required due to the increase in hepatitis B infections in young
people, ages 15-35. It is 100 times more infectious than HIV. The virus is spread
through blood and body fluids of an infected person such as:
1. having sex with an infected person
2. by being stuck with a used needle
3. by sharing personal items, such as a razor or toothbrush
4. using unsanitary instruments in body piercing and tattooing
The series has been required for entry to kindergarten for the past two years.
We are very fortunate to be living at a time when there are immunizations to prevent diseases that can have serious complications. Polio is almost eradicated from the world. Now there are vaccines to prevent measles and chicken pox.
Currently, our state legislators are considering laws requiring a second measles vaccine and varicella which prevents chicken pox for school entry. The department of health services is also recommending a TD booster for 12 year olds. This too may become law within the year.
Please check with your child's doctor or call me if you have any questions.
