G E N E R A L I N F O R M A T I O N
Definition of Decorations and Awards:
Awards are classified into three categories as follows:
Order of Precedence:
The proper order in which to wear awards is constantly changing due to the approval of new awards. The order of precedence for Young Marines awards is published as a Directive by National Headquarters. It is recommended that Units make a copy of the most recent Directive and retain it as a part of this manual.
Recommendations by the Initiating Officer:
Recommendations for the award of a personal decoration may be initiated by any Officer senior to the individual being recommended, and will be submitted as promptly as practicable after the performance of the act(s) or termination of service(s) to which the recommendation refers.
In the event a recommendation is originated by an Officer other that a Commanding Officer of the individual concerned, the recommendation should be forwarded to the Commanding Officer for comment and/or recommendation prior to forwarding via the Chain of Command.
Chain of Command:
Except when the awarding authority has been delegated, all recommendations for decorations shall be directed to the National Director, Young Marines of the Marine Corps League, Inc. Endorsement(s) as recommendations for approval or denial must be provided by all levels above the initiating Officer before submittal to National Headquarters.
Disapproval of a recommendation by an Officer subordinate to the Commander, or level having authority to award a decoration will not alone constitute authority for the return of the recommendation to the initiator.
Chain of Command for Recommendations from other than Young Marine Personnel:
If unregistered individuals or organizations (i.e. the Marine Corps League) wish to recommend a Young Marine Unit, or an individual attached to a Unit, for an award, the initiating MCL Commandant shall forward a written recommendation, citing the reasons for recognition to the appropriate level in the Young Marine Chain of Command.

On (date) Lance Corporal John Smith directed four remaining members of Boat Team #1, which were participating in rubber boat training in the Rapid River, to investigate a call for help which was coming from a fork in the river leading to an extremely dangerous rushing rapid area over jagged rocks and floating debris.
Arriving at the scene, Lance Corporal Smith observed an overturned canoe with two young boys clinging to it’s side, and a third boy holding frantically onto a log, which was soon to float free towards a waterfall area. Lance Corporal Smith immediately plunged into the rushing water while his crew rescued the two boys clinging to the canoe, and swam to the third boy who by this time had floated dangerously close to the falls area.
Upon reaching the boy, Lance Corporal Smith noticed the boy did not have on a life preserver so he removed his own, put it on the young boy, and clung to a branch just inches from the falls.
In the aftermath of the rescue, it was discovered that Lance Corporal Smith was a very weak swimmer and would have certainly drowned himself had he not come upon a fallen branch extended into the river.
In conducting this rescue, Lance Corporal Smith has reflected the highest credit upon himself, his Unit, and the Young Marines of the Marine Corps League.

Additional Requirements
General:
Additional Requirements for Heroism Awards:
In addition, recommendations for awards for person(s) rescuing, or endeavoring to rescue, any other person from fire, drowning, shipwreck or other perils of the water, or for any other acts of heroism, should contain the following:
It is emphasized the recommendation should include the above, but not necessarily be limited to only that information.
S T R E A M E R A W A R D S
Streamers for corresponding ribbons are authorized for Unit Colors and Guidons in accordance with the regulations as listed below. Streamer ribbon may be ordered from Vanguard, Inc. according to the ribbon number and by specifying "ribbon yard".
UNIT COLORS – Streamers, 24 inches in length, are issued for the first award. Subsequent awards are designated by a 1 inch white star. A 1 inch gold star will be displayed in lieu of four white stars (which are then removed). The first star, with one ray pointing upward, is placed in the center of the streamer. Additional stars are placed below the center star, 2 inches apart, until the end of the streamer and then the additional stars are placed above the center star.
GUIDONS – Streamers for guidons are 12 inches in length and the same procedure is followed for the subsequent awards as designated above except that the stars are placed 1 inch apart.
STARS – Stars are not available from Vanguard, Inc. but may be purchased at fabric centers.

Letters are placed 2 inches from the top of the streamer and centered. Letters are also available from fabric centers.
While other streamers, such as the achievement ribbon yard with "E" for excellence, may be issued within the Unit or State, but are not authorized for display on the National level.
National Headquarters will, under certain circumstances, decree that other streamers may be displayed. These authorizations will be verified by a Streamer Award signed by the National Director.
Certificate of Appreciation
Non-Ribbon Award
Awarded to non-registered persons for long or valuable service to the Young Marine program.
This award has been initiated as a certificate, suitable for framing, which can be prominently displayed by an individual, business, organization or service group who has contributed to the program and are deserving of recognition. This is an excellent way to express appreciation to a business, which has provided a monetary contribution to the program.
Certificates are available for purchase at a nominal cost from National Headquarters.

DISTINGUISHED SERVICE RIBBON AWARD

Decoration
Awarded to a Young Marine while serving in any capacity with the Young Marine Program who distinguishes themselves by exceptionally meritorious service to the Young Marines in a duty of great responsibility.
To justify this decoration, an exceptional performance of duty, clearly above that normally expected, which has contributed materially to the success of a major command or project, is required.
In general, the Distinguished Service Award will be awarded only to those persons whose service is such to justify the award. However, this shall not be interpreted to preclude the award to any individual whose service meets the requirements.
If there is any doubt as to the degree of service involved, the Personal Commendation is the more appropriate award.

PERSONAL COMMENDATION RIBBON AWARD

Decoration
Awarded to any Young Marine who distinguishes themselves by exceptionally meritorious conduct in performing outstanding service. To justify the decoration, the service rendered must have been comparable to that required for the Distinguished Service Award but in a duty of lesser though considerable responsibility.
In general, the Personal Commendation will be awarded to persons who have performed exceptionally meritorious service as to justify the Distinguished Service Award except as to degree of merit. However, this should not be interpreted to preclude the award of a Personal Commendation to any individual, regardless of grade or rate, whose acts or services meet the requirements.
When the degree of achievement or service rendered, although meritorious, is not sufficient to warrant the award of a Personal Commendation, the Meritorious Service Award or Personal Achievement Award may be given.
Final authority on determining if the criteria has been met is at the discretion of the National Director.

MERITORIOUS SERVICE RIBBON AWARD

Awarded to any Young Marine who, while serving in any capacity with the Young Marines, distinguishes themselves by heroic or meritorious service.
To justify this decoration, accomplishment or performance of duty above that normally expected and sufficient to distinguish the individual among those performing comparable duties is required, although less that the requirements for the Personal Commendation.
Minor acts of heroism, or single acts of merit or meritorious service in connection with the Young Marine operation may justify this award.
Final authority on determining if the criteria has been met is at the discretion of the National Director.

Awarded to any Young Marine who has saved the life of another human being and in doing so completely disregarded their own safety while performing such rescue.

Awarded to any Young Marine who has saved the life of another human being, without immediate danger to their own safety while performing such rescue.

Awarded to any Young Marine who has performed a life saving deed or rescue of a lesser degree that the criteria required for 1st and 2nd degree awards, to include the rescuing of animals or wildlife.

PERSONAL ACHIEVEMENT RIBBON AWARD

Decoration
This award will be presented to a Young Marine who has demonstrated superior achievement in the areas of leadership, academic achievement, integrity and physical stamina while participating in a nationally sponsored activity or encampment.
To merit this award, the acts or services must be accomplished or performed in a manner above that normally expected, and sufficient to distinguish the individual above those of comparable grade or rating.
This is defined as the art of accomplishing the Young Marine mission through people. It is the sum of those qualities of intellect, human understanding and moral character that enables a person to inspire and to manage a group of people successfully. Effective leadership, therefore, is based on personal example, good management practices and moral responsibility.

YOUNG MARINE OF THE YEAR

Requirements for the Young Marine of the Year are listed below. However, nominees are not judged solely on their accomplishments for the past year, but on all accomplishments and achievements from date of membership:
The selection by National shall be at the discretion of the National Director of the Young Marines, with approval of the Board of Commanders. The National Director, if possible, or his representative shall present such award to the winning Young Marine with proper ceremony.
An original and two copies of the achievements of the Young Marine and the reason for recommendation are to be prepared as a nomination on other levels.
Nominees for all Units within a State are then reviewed by the Battalion Staff (where applicable) and a candidate selected to recommend to the Regimental Staff for review and selection. In area that to not have Battalions or Regiments, the State Liaison Officer will make the selection and forward to the next level for the proper endorsement. Nominees selected on Regiment levels will be forwarded to the Division Staff (if applicable) who will review nominees and select a candidate to be forwarded to the National Director.
Unit selections are made by vote of a quorum of the registered unit staff. Registered Adult Staff may not vote on any nominee who may be a relation. This rule is applicable at all levels of selection.
The original and two copies of all information on nominees recommended to National, along with proper endorsements by the Chain of Command, are to be sealed and submitted to the National Director or designated representative.
Only the highest award earned will be worn.

Award
Awarded to a Young Marine Unit for outstanding, distinguished service or performance of duty.
For outstanding service to Country, State or City; deeds rendered to individuals or non-profit organizations such as churches, religious groups or the American Red Cross, etc.
The Unit must have clearly rendered itself conspicuous by duty of a character comparable to that which would merit the award of a Distinguished Service Award of an individual.
An award will not be made to a Unit for duty or achievements of one or more of its component parts, unless such Unit’s perform as a total team in a manner to justify the award.
All recommendations for this award must be accompanied by a Letter of Recommendation (see ANNEX I) and a proposed citation (see ANNEX II). These are to be forwarded to the National Director via the Chain of Command for proper endorsement by other levels. Awarded to a Young Marine Unit, which has distinguished itself by outstanding deeds of service to its Country, State or City.
May be awarded for similar deeds to an individual church, religious group or non-profit organizations such as the American Red Cross and the National Foundations in Support of Research and Curing of Crippling Diseases, etc. Also, for outstanding service or performance of duty to any branch of the United States Armed Forces, but not sufficient to justify the Distinguished Unit Citation.
Units must have distinguished themselves by extremely meritorious service rendering the Unit outstanding compared to other Units performing similar service. The Unit must have performed service as a Unit of a character comparable to that which would merit the award of a Meritorious Service Award to an individual.
An award will not be made to a Unit for deeds of one or more of its component parts, unless such Unit performed as a total team in a manner to justify the award.
All recommendations for this award must be accompanied by a Letter of Recommendation (see ANNEX I) and a proposed citation (see ANNEX II). These are to be forwarded to the National Director via the Chain of Command for proper endorsement by other levels. Award
Awarded to a Young Marine Unit, which has distinguished itself by outstanding deeds of service to its Country, State or City.

Award
Awarded to a Young Marine Unit which has distinguished itself meritoriously in deeds which render the Unit outstanding compared to other Units performing similar deeds, but not sufficient of justify the Meritorious Unit Citation/National or Divisional.
Such service shall be comparable to that which would merit the Personal Achievement Service Award to an individual.
An award will not be made to a Unit for deeds of one or more of its component parts, unless such Unit performed as a total team in a manner to justify the award.

MARINE CORPS LEAGUE UNIT COMMENDATION RIBBON AWARD

Award
Awarded by the National Commandant, Division Commandant or any Department Commandant of the Marine Corps League to a Young Marine Unit/Battalion/Regiment/Division for outstanding performance of duty to the community over an extended period of time, or for any single act when the Unit has performed under great competition with other Units or organizations.
This award was established so that the Marine Corps League can, if they so desire, recognize the achievement of Young Marines. This award is initiated at the request of the Marine Corps League only.

Awarded to any Young Marine for satisfactory service as a member of the National Young Marine Staff. The individual must have attended all functions and performed such duties as deemed necessary by the National Director/Regional Commanders at a nationally sponsored activity or encampment.

The qualifications for this award are that the Young Marines must subscribe to a monthly magazine about conservation in their state. Details to be arranged by the Young Marines and the State Department of Conservation. For each of the 6 consecutive months, must write a composition of 200, or more, words based on a magazine article written about conservation in their state. Personal observations and research are encouraged. Each composition to be turned in to the Unit Commander on time, and in good form, with the Young Marines name, age, platoon, date, and title of article.
Youth must construct, and maintain, a birdfeeder for at least 3 months, including at least 1 winter month. Place in a safe location away from predatory animals and identify at least 6 species of birds using the feeder during the 3-month period.
Must prepare a composition on 6 undomesticated animals common to the state, giving identification of each, a short description, their diet, habitat, and draw tracks of each animal.
Must list poisonous snakes found in state and describe. Also describe 6 harmless snakes and their contribution to the balance of nature.
Must collect and identify 10 different tree leaves. Press leaves, attach to paper, titling each.
Must plant a seed garden indoors, or outdoors, and keep an accurate record of its growth, including date planted, first growth noticed, record of further growth and size at maturity.
Must collect 10 rocks found in the state and identify each.
Must list 10 fish found in state.
Finally, must prepare a composition of no less than 200 words, on a park of their choice found in the state giving date established, location and facilities.
All of the above must be submitted to the CO for approval.

PHYSICAL FITNESS RIBBON AWARD

Awarded to any Young Marine who scores a minimum of 250 points for their age group in Physical Fitness Testing in accordance with the criteria established in the United States Marines Youth Physical Fitness program.
Testing begins with the first official test following graduation from boot camp and continues for a one-year period. Each individual Young Marine’s graduation day anniversary marks the start of the next year for purposes of this award. Tests are conducted quarterly on a Unit basis. All four tests must be taken to qualify for the award.
A silver "M" for becoming a "Master" at physical fitness will be awarded to any Young Marine who scores a perfect score of 500 points on a PFT. In order to retain this device they must score at least 250 points on every following PFT. Once the Young Marine fails to score at least 250 points after achieving a mastery level, they will remove the silver "M" and revert to the bronze and silver stars earned before. They are eligible to re-establish their status as a "Master" on future PFT tests.
Bronze and Silver Stars may be worn mixed, however they may not be worn with the silver "M".

This activity must be to complete a project of no less than 25 hours in duration, the successful completion to be verified by the Unit Commander. A project plan (with schematics and a list of materials) must be presented to the Unit CO for approval and execution prior to the project start.
The Young Marine must be able to prepare and teach a class to their Unit, general aspects of USMC History. Knowledge should be mostly memorized, but notes may also be used to assist in the presentation.
The Young Marine must plan, implement and administer guard functions as well as assume the post of Sergeant of the Guard for a 24-hour period (during non-training hours) of an encampment. The guard schedule must include all aspects of the guard such as duty schedules for Corporal of the Guard, Sentries and Supernumeraries. Depending on the length of the encampment it is possible that more than one Young Marine can qualify for this award at the same time. It is also possible for a Young Marine to conduct this for a Unit he does not belong to with the permission of that Unit Commanding Officer. In addition, the Young Marine in question should know his/her entire General Orders.
The Young Marine must perform clerical tasks of the Unit for a one-year period. These tasks will include all administrative requirements (assisting the Unit Adjutant) excluding actual entries into SRB’s.

Definitions of level requirements:
Level II – must be able to fully submerge face and body, experience buoyancy, demonstrate basic breathing control, learn to float with a flutter kick on front and back, demonstrate combined stroke front and back with rhythmic breathing.
Level III – Learn to coordinate with breathing the front/back crawl, elementary backstroke (for 10 yards) and begin deep-water work.
Level IV – Introduce breaststroke and sidestrokes with continued proficiency of combined front/back crawl for 25 yards and begin diving skills.
Level V – Introduce butterfly and underwater swimming and all diving skills. Proficiency of front/back crawl for 50 yards each, breast and sidestroke for 10 yards.
Level VI – Introduce turns, approach stroke and surface dives. Proficiency of front/back crawl at 100 yards each, breast/sidestroke for 25 yards each, butterfly stroke for 10 yards and continued proficiency in diving skills.

COMMUNICATIONS RIBBON AWARD

Awarded to any Young Marine who completes the following by attending a basic communication class and passes a written, oral and practical examination as prescribed by the Commanding Officer. This class includes receiving, copying and sending transmissions over an unsecured line or net utilizing the phonetic alphabet and proper radio methods in accordance with United States Marine Corps procedures.
Criteria for additional devices:
Device Silver "N" – Newspaper. Awarded to a Young Marine who has submitted and published at least 5 articles during a one year period related to any Young Marine, school, church or community activity the Young Marine was a part of. Articles must be at least 200 words in length. Publications can be any media available free or by purchase to the public, and may include newsletters for schools, groups or churches, but must have an audience of at least 50. One of the five articles must be submitted to National Headquarters for consideration of publication in the YM Espirit, the National YM Magazine. Commanding Officers will review articles scheduled for submission and will place copies of published or submitted articles in the Young Marine’s SRB for documentation. These copies should show the name of the publication and the published issue and date.
Device Silver "R" – Radio. Awarded to a Young Marine who participates in an "intern" activity at a local public radio station for a period of one year. The Young Marine should have a basic understanding of the aspects of running a radio station, including advertising and other revenue, talent (show activities), engineering (booth support for online personalities) and production (show planning and preparation). As a final qualification for this award the Young Marine must present a paper (200-300 words) describing the activities and functions participated in and learned to the Unit Commander and will become part of the SRB.
Device Silver "T" – Television. Awarded to a Young Marine who participates on a locally broadcast television show for a period of one year, to include public access programming. At least five different shows need to be broadcast to the general public (available through public access of most cable systems). The Young Marine should be familiar with running the camera, producing, directing, board control (setup, taping and editing) and scheduling. At least one of the shows must have been planned with an outline of activities, guests and other talent. As a final qualification for this award the Young Marine must present a paper (no less than 200-300 words) describing the activities and functions participated in and learned to the Unit Commander and will become part of the SRB.
Device Silver "C" – Computer. The Young Marine must design, build and support a web site that provides information to other Young Marines as well as children and adults outside the program about the Young Marines. Webmasters must constantly remember that this site will be in the "public eye" representing the Young Marine Program and must take every step to insure that appropriate content is used and effective security is in place. This web site must include information on the Young Marine's local Unit, contacts and activities of other Units in their immediate vicinity, activities of their Battalion, Regiment (and Division/Region) where applicable, and information from National Headquarters, as well as provide links to other Young Marine sites and National Headquarters Young Marines. Information on the site must be updated at least monthly. The site should strive to include photos. The site must be maintained for at least one year from the time it is first made available for the public. As a final requirement the Young Marine must complete a 200-300 word essay on the project indicating all aspects including problems and resolutions, pitfalls and successes, as well as their opinion on the usefulness of web sites in general to the public.

Awarded to any Young Marine who attends and participates in at least 80% of the activities during a Divisional Encampment.
A Divisional Encampment constitutes a meeting of 2 or more Regiments.
Final authority on fulfillment of the criteria shall be at the discretion of the issuing authority.
If National Headquarters has not established a Division in your area, Authorization to classify the encampment as a Divisional event must be received from the National Director prior to conducting the encampment. The responsibility for issuing award forms and ribbons then becomes the responsibility of the National Director upon receipt of a training schedule and rosters from the involved CO’s.

A Battalion Encampment constitutes a meeting of 2 or more Companies.
Final authority on fulfillment of the criteria shall be at the discretion of the issuing authority.
If a Battalion does not exist in your area, authorization to classify the encampment as a Battalion event must be received from the next highest level prior to conducting the encampment. The responsibility for issuing award forms and ribbons then becomes the responsibility of the issuing level upon receipt of a training schedule and rosters from the involved CO’s.

ORGANIZED UNIT TRIP RIBBON AWARD

Awarded to any Young Marine for participation in a trip aboard a military installation or Naval vessel for training. Must be for a period of 5 days minimum.
The National Director and/or Board of Commanders may, if they so desire, decree the site of a National Encampment as an installation and award this ribbon.
