Dear (State Representative or State Senator)

        On March 7th1997 in Fairfield Iowa, 17 cats were fatally bludgeoned to death and 12 others critically injured during a break-in at an animal sanctuary known as the Noah's Ark Animal Foundation. I am personally outraged and sickened over this shocking display of brutality perpetrated upon innocent, helpless animals who were violated in the protection of a sanctuary environment and wish to make my voice heard.

        Prosecutors, recognizing the seriousness of the situation, have filed felony charges against the three alleged perpetrators, but not for the abuse and suffering endured by the animals in this case because felonies for this type of crime do not exist in Iowa. Rather, the felony charges relate to burglary and break-in only.

        It is time to send a clear message to people capable of intentionally inflicting serious injury or death to helpless animals. As a society we must call a halt to the acceptance of animal cruelty and adopt a zero tolerance policy to such an activity. Studies show that there is an unmistakable connection between animal abuse and subsequent violence to humans. In order to identify persons capable of violent acts against helpless animals and people, I ask for your immediate and dedicated support in strengthening the punishment for animal cruelty by making it a felony in (name your state). In addition, I would ask that law enforcement hear from you that the investigation and enforcement of animal cruelty laws in (name your state) is an important method of alleviating suffering in animals and people.

        The Fairfield, Iowa case has received worldwide attention and is being heralded as landmark and precedent setting. (Iowa Residents) Please do not let our state continue to receive the reputation it has currently garnered of tolerating needless animal abuse. (Out of State) Please do not let our state receive the kind of reputation that Iowa has received of being one that tolerates needless animal abuse.
