Executive Summary

While there is tremendous diversity amongst the Jewish population, the statewide Jewish community shares many public policy positions. These are: (1) issues affecting the health and welfare of the community, (2) issues that blur the separation of religion and state and (3) issues that interfere with or impede one’s ability to practice Judaism.

Supportive Services for the Elderly and Disabled The Michigan Jewish Conference (MJC) supports implementing long-term care strategies, providing access to pharmaceuticals, providing adequate training to health care staff and providing adequate staffing to ensure that the needs of the elderly and the disabled are met. Further the MJC supports the availability of respite care to relieve the stresses on long-term caregivers. The MJC also supports additional Medicaid waivers and a quality Medicaid system that is assessable to all those in need. There should also be parity for mental health and substance abuse services. Transportation should be available to the elderly and the disabled to allow them to continue to live in their communities and take care of all their basic needs.

Poverty The MJC supports helping families to achieve true economic self-sufficiency by providing an adequate minimum wage, a state earned income tax credit, and access to affordable and accessible licensed child care. Additionally the MJC supports access to affordable health care services.

Refugee Assistance The MJC supports programs and initiatives that assist immigrants in obtaining citizenship and becoming self-sufficient citizens.

Education The MJC supports programs and initiatives that strengthen and sustain public schools.

Separation of Religion and State The MJC supports vigorous adherence to the separation of religion and state. The MJC supports faith-based initiatives as long as the faith-based provider meets all the same eligibility requirements as other providers and provisions are implemented to ensure that religion is not part of the publicly funded program. The MJC supports modifying tax laws to provide additional incentives for charitable giving.

Issues that Impede Jewish Religious Beliefs and Practices The MJC will oppose any bill that interferes with the practice of Judaism.

Non-profit Agencies The MJC supports sales tax exemptions for charitable organizations. The MJC also supports simplifying the State grant and contracting process.
