FAA: We're "Not Responsible" For Aircraft Noise!!!

As Bill Sees It: (Editorial) FAA Claims They Are "Not Responsible" For Racist, Unjust And Politically Influenced Aircraft Routing Policies!!!  Although the corrupt FAA is the agency that helps to determine and approves  what routes planes take when they arrive or depart at an airport, they say they are "not responsible"  for the  environmental impacts of these planes!!!  The FAA criminals are now in the process of "redesigning" airspace all over the United States. On their New York Metropolitan Area (NY/NJ/PHL) "Airspace Redesign" web site (see Newsletter Vol. 1 Pg.4 excerpt above right from FAA web site) that are denying that have any environmental justice responsibility!!! This is how they have been getting away with allowing airports and local politics to influence their routing of  planes away from politically connected communities. These diverted planes and their noise are then dumped on sometimes more densely populated politically weaker, poor and/or  minority  communities.  However, the power to approve is the power to regulate and environmental justice is part of federal law that ALL federal agencies have to abide with. If they don't they are in violation of that law. But of course that doesn't matter to the most corrupt agency in the Federal Government. Federal Law Says The FAA IS Responsible For Environmental Justice In Their Plane Routing "Approvals"!!!  On the same site where the FAA denies responsibility for making sure that planes get routed fairly over communities, they claim they are committed to "neighboring (airport) communities." I checked a lot of federal laws (see below) on the books, including the FAA's, and they say the FAA is responsible for enforcing environmental justice laws in their approval process. Presidential Executive Order No. 12898 says that each Federal agency shall make achieving environmental justice part of its mission." I think I know why the FAA is trying to evade it legal responsibility. For years they have violated the civil rights rights of Americans with politically influenced routing which inflict unsafe levels of aircraft noise  on the poor, minority and politically weak. Now with the national airspace redesign plan to handle increasing flights, they have to protect their already unjust routing, and are even attempting to make more discriminatory!!!  Who Lives In The  Racist FAA's   "Less Noise Sensitive" Communities ? Language from the NY/NJ/PHL Airspace Redesign web site shows the FAA is planning to not only continue, but expand, their routing of planes over " less noise sensitive" communities. This meaningless, unscientific term is FAAspeak for describing  politically week, poor and/or minority communities. Conversely "noise sensitive" communities are wealthy, politically-powerful communities like Lawrence, Long Island, that the FAA carefully protects while dumping their  noise on nearby Rockaway. TWIN Russian Airplane Terror Bombings May Cause Another Airline Stock Tumble!!! Although as of this time only one crash has been shown to be caused by a terrorist bomb, I predict the second plane crash will also be proved to be the victim of a terrorist attack. If they can do it to Russian planes they can do it to American planes. Nobody mentions it (but I will), but everybody knows it would only take one terrorist downed US plane to totally bring down the entire shaky American airline industry. Anyone who owns airline stock today must play Russian roulette for kicks!!! Is Airspace Redesign "Fight Tracks" Map A Joke Or A Sign Of FAA Contempt For The Public? One of the charts on the FAA's NY/NJ/PHL Airspace Redesign site was this unreadable thing on the right. It looks more like a Jackson Pollack painting than something that someone is supposed to glean information from. There is supposedly a map underneath the green and red flight tracks!!! It is just further evidence of the contempt that the FAA has for the public. No doubt this gave them a good laugh.

Presidential Executive Order 12898 - Environmental Justice

Section 1-1. Implementation.

1-101. Agency Responsibilities. To the greatest extent practicable and permitted by law, and consistent with the principles set forth in the report on the National Performance Review, each Federal agency shall make achieving environmental justice part of its mission by identifying and addressing, as appropriate, disproportionately high and adverse human health or environmental effects of its programs, policies, and activities on minority populations and low-income populations in the United States and its territories and possessions, the District of Columbia, the Commonwealth of Puerto Rico, and the Commonwealth of the Mariana Islands.
Editor's Note: Its too bad President Perjurer didn't enforce this rule when it came to FAA routing policy.

Editor's Note: This Project is already two years behind schedule and I guess they are waiting till after the November elections before they unleash this horror on the unsuspecting victims. One word that the FAA never uses when referring to their routing of aircraft is "fairness." I think I will request a copy of the community "scoping."

England: Hell At Heathrow Airport: THOUSANDS of passengers were left stranded at Heathrow airport this week as 48 British Airways flights were cancelled. Hundreds more suffered the knock on effects of cramped conditions and frayed tempers in Terminal 1 for the better part of Monday afternoon, Tuesday and yesterday morning. Rain and poor visibility led to delays in takeoffs on Monday and the queues of waiting passengers were then exacerbated by a steady increase in cancellations as staffing levels at check-in desks, ticket booths and even in the planes' cabins plummeted. Fears that more delays could arise this weekend due to possible strike action have been quelled following a resolution in pay talks last week. The airline agreed an 8.5 per cent pay increase over three years, as well as £1,000 in three payments to September 2006, during the talks with the union representing baggage handlers and check-in staff. http://www.ealingtimes.co.uk/news/localnews/display.var.522296.0.hell_at_heathrow.php

More Pictures From FAA "Airspace Redesign" Web Site: Editor's Note: I thought I'd copy some just in case they take the site down. I noticed that they have "socioeconomic Impacts and Environmental Justice" in their Environmental Considerations!!! What a joke by the corrupt FAA con men. Take a look at their absurd "over water" routing, over the narrow Delaware River. What's next, over water routing over drainage ditches? The FAA never presents a population map to show routing impacts because it would expose their political and racist plane routing injustice. So they opt to use phony "concept" maps, with no population impacts,  to hide their violation of environmental justice requirements.

Will The Dead Stop The Deadly O'Hare Expansion Project? The O'Hare International Airport expansion plan is illegal and unconstitutional because it would plow under two religious cemeteries that are protected by federal law, lawyers fighting new runways say. That means the Federal Aviation Administration is legally bound to reject Chicago's $15 billion expansion plan and its first phase, the lawyers said in a formal objection they plan to file today in Washington, D.C.The filing argues the FAA must say no because:

• The St. Johannes and Resthaven cemeteries, both of which are on airport property, are religious entities protected by federal law and the Constitution.

• The plan's finances cannot work, and even if built, the plan will not deliver the promised reductions in delays.

"The objections establish ... the O'Hare Modernization Plan is dead on its legal and regulatory merits," said Robert Cohn, one of the attorneys filing the objection on behalf of the cemeteries' owners and Bensenville and Elk Grove Village. http://www.dailyherald.com/search/main_story.asp?intid=3822240

90 Die In TWIN Plane Bombing In Russia!!! MOSCOW (Reuters) - Explosives have been found in the second of two Russian jets which crashed simultaneously this week killing 90 people, investigators say, having already announced the same discovery in the first aircraft. The latest finding, disclosed by the FSB security service, supported widely-held theories that both aircraft were downed by bombs days ahead of elections in volatile Chechnya. The FSB said on Friday explosives were found in the wreck of the other jet. http://deseretnews.com/dn/view/0,1249,595087247,00.html

Soaring Fuel Prices Catastrophic for Airlines
Wednesday August 25, 1:55 pm ET
Industry Urges Congress to Take Action

WASHINGTON, Aug. 25 /PRNewswire/ -- The Air Transport Association (ATA) today urged Congress to schedule oversight hearings to review the impact of record-high fuel prices on the transportation industry as soon as possible.

In letters addressed to Sens. John McCain and Fritz Hollings, chairman and ranking member of the Senate Committee on Commerce, Science and Transportation, and Reps. Don Young and James L. Oberstar, chairman and ranking member of the House Committee on Transportation and Infrastructure, the ATA Board of Directors reviewed the significant impact that escalating fuel prices are having on the airlines and the entire transportation industry.

The letter states: "While the soaring price of fuel is a huge problem for the economy, it is rapidly becoming a catastrophe for the airline industry. At today's prices, the fuel bill for U.S. airlines will be $6 billion more than it would have been with last year's prices."

The feverish speculation in the oil markets threatens to wipe out all the benefits from post-9/11 Government support and employee sacrifices. The airlines are asking Congress to consider not only whether the federal government should immediately stop acquiring oil for the Strategic Petroleum Reserve, but also whether it should begin to sell some reserves to increase supply and bring stability to the markets.

The Air Transport Association is the trade association for the leading U.S. airlines. ATA member airlines transport 95 percent of all passenger and cargo traffic in the United States. The association's board of directors consists of senior executives from ATA member airlines.

The Air Transport Association Board of Directors sent the following letter to Sens. John McCain and Fritz Hollings, chairman and ranking member of the Senate Committee on Commerce, Science and Transportation, and Reps. Don Young and James L. Oberstar, chairman and ranking member of the House Committee on Transportation and Infrastructure:

August 24, 2004

While the soaring price of fuel is a huge problem for the economy, it is rapidly becoming a catastrophe for the airline industry. At today's prices, the fuel bill for U.S. airlines will be $6 billion more than it would have been with last year's prices. For the past few weeks, that number has become larger day after day.

That means that all the benefits from the support that you have given the industry since 9/11 and all the sacrifices that our employees have made could be wiped out by the feverish speculation in the oil markets. While we certainly are not experts about what is driving up the price of oil, it is clear that the cost of production has not changed measurably in a year. Therefore, somewhere in the distribution process someone is making extraordinary profits.

Every carrier in our industry is feeling the impact. We are all under intense pressure to conserve cash in order to pay our fuel bills. That means less capital investment, more debt, fewer jobs and reductions in service.

Therefore, we write to urge the Commerce Committee to hold an oversight hearing as soon as possible to review the impact of current oil prices on the transportation industry. We are convinced that the only thing that will stop the wild increase in prices is fear by the speculators that the U.S. government is ready to step in with actions that could either increase supply or reduce demand.

To that point, we hope that Congress will consider not only whether the federal government should immediately stop acquiring oil for the Strategic Petroleum Reserve, but also whether it should begin to sell some reserves in order to increase supply and bring stability to the markets.

We are all ready to cooperate completely with the Committee on any oversight activities in which it engages.

    Sincerely,
