Aviation Pollution-Increase Bill Still Waiting For Clinton
===================================================================================
Aviation
Pollution-Increase Bill (H.R. 1000) Sitting On Clinton's Desk: Slick Willy is waiting a while before he
signs the Wendell H. Ford Aviation Investment and
Reform Act for the 21st Century (I think my title is more accurate). Possibly he wants
to squeeze a few more dollars out the aviation industry for his
legal fees. Certainly it isn't because of the lack of
environmental review of the impacts of this massive increase in
funding for airport expansion before this
atrocity is committed. You can access the 137 page bill (you need an Acrobat Reader to see
it) at: http://frwebgate.access.gpo.gov/cgi-bin/getdoc.cgi?dbname=106_cong_bills&docid=f:h1000enr.txt.pdf Type in the word "noise" on
the FIND function of the Acrobat Reader to find sections dealing
with it.
Aviation
Pollution Bill Gives UN's Aviation Organization Ninety-One
Million Dollars!!! If
you want to see the extent of the scheming that goes on when it
comes to aviation, just take a look at a section in HR 1000
covering "FAA Operations" (Section 103). It gives ninety-one
million tax dollars to the UN's International Civil
Aviation Organization (ICAO) http://www.icao.int/ to support "air safety efforts."
This is the very same organization that the U.S.- led Aviation
Cabal wants a legal ruling on the "hush kit" dispute
with the European Union!!! See web site: http://news.excite.com/news/pr/000315/dc-european-union Will the ICAO rule against their major
contributers?
Citizens
Aviation Watch Asks For Help Fighting Aviation-Pollution Bill: The U.S. Citizens Aviation Watch http://www.us-caw.org, headed by Jack
Saporito jsaporito@aol.com , is trying to get support from major
environmental groups to help in the fight against increased
aviation expansion without environmental review such as in the Wendell
H. Ford Aviation Investment and Reform Act for the 21st Century (H.R. 1000). The USCAW petition can be
accessed at: http://onedemocracy.com/haltairport

FAA Counsel Gets Clinton
Recommendation For Federal Judgeship: Anti-aviation pollution activists were not surprised to
see that President Perjurer wants the FAA counsel as a federal
judge. Nicholas Garaufis was the counsel to the Queens, New York
Borough President before he was picked as FAA chief legal counsel.
Local activists guessed that he did such a good job representing
the aviation industry polluters against the people of Queens,
that the FAA wanted him. Everyone is urged to write to the Senate
Judiciary Committee to object to the appointment of someone who,
in my opinion, has shown bias toward the aviation industry and
against the health of American citizens. Garaufis' appointment is
another reason why I hope the corrupt DemocRATS will not control
the House, Senate or the Presidency for a long time to come. Bill

Major
Objections To The Aviation Pollution-Increase Bill: Congress has given this bill many other
titles in an effort to confuse the press, public and no doubt
other representatives. It is also known as the Senate Bill 82,
Act 21, The FAA Reauthorization Act and the Airport
Improvement Act. Some of the objectionable parts of this
bill so far are: 1. Massive expansion of
aviation pollution in the U.S. without environmental review as
required by law (NEPA). 2. Using tax dollars for
expansion of a an industry instead of the users of that industry.
3. Elimination of the "High Density Rule" at
airports which will increase aviation pollution, delays for
passengers and flight safety. There are many more. If you have
any other objections, please let me know. USCAW is making up a
list.
New Yorkers
Sold Out To The British: The SECRET Ninety-Nine
Year Lease Of Stewart Airport: It looks
as if the British National Express Group is trying to squeeze a
few last bucks and environmental concessions from New York
politicians before the final approval. The New York political
creeps won't even let the public know what last minute "concessions"
they are giving to the British. At least Congressman Maurice
Hinchey admits that this whole negotiation has been kept secret
from the public when he said: ''The state has never made public
the terms of the NEG lease, so we still know very little about
this corporation that is about to become a major player in the
economy of the Hudson Valley.'' Unfortunately, all "environmentalist"
Hinchey does is talk, and DOES NOTHING ELSE! Read a story on it

Group Hires Noise Experts
By Michael Turnbell
Journal Staff Writer
A grass-roots group's campaign to fight
aircraft noise is taking off with the help of two national
experts who have successfully battled noise problems at other
airports.
The Albuquerque International Sunport,
meanwhile, is stepping up its own efforts to deal with noise by
hiring a full-time noise abatement officer, among other things.
The Airport Neighbors Alliance hired San
Francisco environmental attorney Clem Shute last year and
recently retained air traffic control specialist Charles Aalfs
with the hope of convincing the airport to conform with noise and
safety standards common at other big-city airports.
"We're serious about this. We're upping
the ante," said Sandy Freeman, an alliance board member.
"We have the best people in the country on board. We're
pressing forward aggressively to get safe aviation practices here
that also will reduce noise."
Shute is representing the city of El Segundo,
Calif., which is fighting a massive expansion plan at Los Angeles
International Airport. He also helped negotiate a settlement to
reduce noise at John Wayne Airport in Newport Beach, Calif. The
settlement is considered by some to be the toughest imposed on
any airport in the United States.
Aalfs, an air traffic controller for more than
30 years, developed measures to reduce noise at two Los Angeles-area
airports.
The pair is in town today to speak to alliance
members and answer questions.
Aviation Director Jay Czar said the airport is
taking complaints about noise seriously.
Czar interviewed four candidates Friday for
the noise abatement officer position. He hopes to hire someone in
a few weeks.
Czar said the noise officer will oversee the
installation of a permanent noise-monitoring system, deal with
noise complaints and help develop noise policies.
"Right now, there are a number of us
trying to handle those duties. What we're trying to do is have
one person dedicated to noise issues," Czar said.
Shute said permanent noise monitors are
necessary for examining whether noise is a problem.
"This will allow people to know whether
they really are suffering from some form of noise problem and
allow the airport to know where those problems are," he said.
The airport has formed a committee to oversee
noise issues. It meets for the first time next week.
The city last year hired flight path expert
Robert Wadell of Wadell Engineering Corp. in Burlingame, Calif.,
to study ways to redirect planes away from residential areas.
Wadell is collecting data, such as control-tower
radar tapes, to determine where planes are flying now. Czar said
Wadell will make recommendations in a few months about how
changes in flight paths or runway use could help ease
neighborhood complaints.
