BIOGRAPHICAL SKETCH 
I hold a B.A. degree in Mathematics from Long Island
University, C.W. Post College and the M.P.A. from Penn State UniversityHarrisburg. I am currently pursuing a Ph.D. in Public Administration at Penn State
UniversityHarrisburg. My research interests include public management;
organizational development; management information systems; software process management;

WORK EXPERIENCE &
CURRENT PROJECTS
My work experience spans over twenty years in the
computer field, where I have worked as a software developer, analyst, trainer and
consultant. Most recently, I have consulted and trained organizations on the World Wide
Web (i.e., both navigation and homepage development) and have taught computer
applications to senior division undergraduates in the School of Public Affairs, Penn State UniversityHarrisburg. I have also taught web page
design to middle school children participating in Kids College, a summer enrichment program sponsored by Penn State Harrisburg
Continuing Education.

Creative Talents in
Web Design Award |

An ongoing project since 1997 is design and maintenance for the International Academy of Sports Vision (IASV) website. In
recognition of my "outstanding creative talents in web design," I was presented
with a plaque by the International Academy of Sports Vision at the Sportsvision 2000
Conference and Exhibition, held in Las Vegas, Nevada, 8-11 June 2000.

I am associate editor and technical advisor for Public Administration and Management: An Interactive Journal, the first academic journal on the Internet devoted to the fields of
public administration and management and am website designer, developer and technical
support for a graduate-level research project in psychology, "Perceptions of
Abuse." This novel project employs a website (i.e., chatroom and interactive mail
forms) for the purpose of data capture, to investigate abuse from the victims point
of view. In addition, I have developed a computerized budget reporting system for use in
Pennsylvania local government.
I am currently accepting clients for web page

My work has been presented at the American
Society for Public Administration (ASPA)National Conference (1999), American Society
for Public Administration (ASPA) Central PA Chapter (1999), Southeastern
Conference on Public Administration (1997), 7th International Conference of
the Information Resources Management Association (1996) and at the 7th Annual
Conference on Public Budgeting and Finance (1995). In 1994, I was a Citizens
Ambassador Program delegate and presented portions of my master's project, Public
Budgeting Laboratory: A Computer-Based Instructional Delivery System at the
Finance Academy in Moscow, Russia and to officials from the Estonian Ministry of Finance,
Tallinn, Estonia.
